Summary Statement

An incumbent in this class is responsible for developing, planning, organizing, staffing, budgeting and directing a statewide Management Information System which crosses multiple jurisdictions and branches of government.

  • Coordinates and directs the development, implementation and execution of a Management Information System that meets the strategic objectives of State government.
  • Responsible for an annual budget that provides for the maintenance, development and technology necessary to support a statewide integrated Management Information System.
  • Responsible for the direct supervision of professional "knowledge" workers for statewide oversight and coordination of management resource information.

Nature and Scope

This is an administrative level management class providing the leadership and technical expertise to develop, implement and maintain a statewide informational asset. Significant responsibilities include the design or technical oversight for the design of inter-departmental network and software applications. The incumbent in this class is expected to provide the managerial focus for informational resources of critical importance to state agencies and to ensure proper development, enhancement, maintenance and implementation of those informational resources.

  • Organizes, staffs, budgets and directs a statewide strategic Management Resource Information System.
     
  • Establishes long and short-term goals in order to meet strategic objectives of an integrated statewide automated information system.
     
  • Monitors and evaluates system requirements in order to meet established goals and objectives.
     
  • Develops, plans and implements major software enhancements and applications.
     
  • Oversees the training and development of staff and agency personnel on the technical procedural use of system information.
     
  • Develops project planning policies and procedures for statewide use.
     
  • Implements special projects, responding to various requirements for information not otherwise provided by current system capabilities.

Knowledge, Skills and Abilities

  • Knowledge of the concepts, methods, precepts and techniques of information resource management and computerized Resource Management Systems.
  • Knowledge of the theory, principles, technologies and applications of business, strategic planning, tactical planning and system development technologies, including computer aided project management tools.
  • Knowledge of concepts, methods and techniques of system analysis, including information needs analysis, requirements analysis and design alternative analysis.
  • Knowledge of the theory, components, configuration and operation of mini/micro and large scale computers.
  • Knowledge of the methods of instruction used in staff training and development.
  • Knowledge of concepts, methods, and techniques of administration, organizational behavior, and information resource management.
  • Ability to plan, schedule, assign, delegate and monitor the work of major project teams.
  • Ability to prepare requests for proposal, interview applicants, participate in the selection process and administer contracts.
  • Ability to develop guidelines and procedures for the installation, maintenance, monitoring and evaluation of an operating information system.
  • Ability to establish and maintain effective working relationships with co-workers, agency personnel and vendors.
  • Ability to think creatively and to develop creative solutions to management information system problems.
  • Ability to express clearly, concisely, both oral and written communications.
  • Ability to manage, motivate and develop personnel.

Job Requirements

JOB REQUIREMENTS for Strategic Information Systems Manager
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in information technology project management which includes planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating and reporting on status of IT projects.
  2. Three years experience in designing, developing and maintaining information systems.
  3. Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
