Summary Statement

This class is responsible for the management of base technology for large and diverse information technology operations.

  • Supervises technical experts in a 24 x 7 operation that provides for the installation and continuous support of Information Technology (IT) systems.
  • Manages, directly and through team(s), a staff to provide expert service in all of the following technologies: Database Installation, Administration and Management Disciplines (e.g., data management, data protection, disaster recovery, business continuity, artificial intelligence, IT security and Cloud Hosting and Cloud Technologies), End User Computing (e.g., Web browsers) and Middleware, Platform Technology (i.e., hardware and environmental software, e.g., operating systems, system utilities, storage management, system tuning), Profession Specific and Technology Science (e.g., Systems Development Life Cycle, Electronic Data Interchange, Image processing). Presentation layers with Web- and CITRIX technologies.

Nature and Scope

Supervision is provided by an administrative supervisor. Work includes responsibility for providing leadership and expertise necessary to review, plan, coordinate, implement and monitor the selection of technologies for managing information. Selections of technologies are performed in accordance with state architectural methodologies, policies and procedures. Incumbents are responsible for preparing and monitoring budgets, preparing management reports, product roadmaps, maintaining state-of-art systems, and planning for further requirements, through interaction with customers, clients, vendors and peers, and facilitation of teamwork, mentoring, and contract negotiation and resolution. Principal contacts are with appointed officials, managers and directors, state information Resource Managers (IRM’s) and other state IT personnel, managers, and vendors.

  • Determines long-range departmental goals and objectives with respect to Information Technology (IT) architecture, platforms and emerging technologies. Defines solutions for needed capacity increase of information technology hardware/software.
  • Develops standards and procedures to ensure hardware, software, database, and/or other problems are handled effectively.  Evaluates and selects emerging technologies to enhance departmental standards.
  • Provides planning and coordination to provide for new or improved service levels to users.  Selects, acquires, implements, and supports technologies to maximize effective use and ensure the reliability, availability, and performance of the various systems.
  • Directs, manages, and coordinates the various skills of information technology staff. Ensures employee performance is maximized to provide effective and efficient operations.  Plans, assigns, reviews and evaluates work.  Provides adequate and related training for new hires and current employees to ensure maximum performance standards and needed resources are available within budget.
  • Coordinates activities to ensure the provision of integrated services to customers. 
  • Develops and monitors budget.
  • May support a 24x7 operational environment, which may require extended hours, including engagement outside normal working hours.
  • May lead and/or support IT audit, IT security, and/or IT compliance activities.
  • Performs related work as required.

  • Knowledge of the concepts, methods and techniques of management, organization and administration.
  • Knowledge of the concepts, methods and techniques of computer information system project management including project scheduling, staffing, coordination, control, monitoring, evaluating and status reporting.
  • Knowledge of multiple computer platform operations, hardware/software functions and capabilities.
  • Knowledge of the theory, components, configuration, and operation of Information Technology (IT) systems and end-user platforms and their associated peripheral equipment.
  • Knowledge of the implementation, operation, maintenance, monitoring, and tuning for basic computer science software.
  • Knowledge of hardware/software acquisition policies and procedures.
  • Knowledge of a wide range of system software including knowledge of control programs controlling the operating system and database of applicable platforms.
  • Knowledge of the tools available which aid in the diagnosis of computer system performance.
  • Knowledge of the State's IT architectural policies and standards.
  • Knowledge of state contractual policies and procedures.
  • Knowledge of the concepts, methods and techniques of systems analysis including information needs analysis, requirement analysis and design alternative analysis.
  • Knowledge of the principles, practices and techniques of budget preparation, analysis, administration and control.
  • Ability to diagnose complex technical problems and effect a solution
  • Ability to read and comprehend complex technical manuals.
  • Ability to translate technical terms into layman's language.
  • Ability to establish and maintain effective working relationships.

Job Requirements

JOB REQUIREMENTS for DHSS Manager of Base Technologies
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in information technology project management which includes planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating and reporting on status of IT projects.
  2. Three years experience in maintaining computer platform operations, components, configurations, and hardware and software functions for base technologies such as database software platform technology, disciplines, or technology science.
  3. Six months experience in conducting information systems needs and requirements analysis.
  4. Coursework, training and/or work experience in selecting technologies in accordance with State architectural standards and best practice.
  5. Coursework, training and/or work experience in budget administration which includes managing, developing, analyzing and implementing budgets; developing strategic plans and establishing internal control.
  6. Coursework, training and/or work experience in of contract administration which includes overseeing the development and negotiation of contracts and bid specifications; managing bid openings; awarding and executing contracts.
  7. Coursework, training and/or experience in staff supervision, which may include performing as a lead worker overseeing the work of others.
