Summary Statement

An incumbent in this class is responsible for planning, directing and administering all real estate services related to the appraisal, relocation, acquisition and disposition of real property for a large department.

Nature and Scope

The class incumbent reports to an administrative supervisor and serves as the highest management/expert level responsible for directing all real estate services within a large department, such as Department of Transportation to include decision making on land purchases and disposition affecting almost all projects within the department. Establishes program objectives, plans short and long range program goals, develops and implements program policies and procedures and ensures compliance and funding. Major functions include real estate appraisals, negotiations to purchase, actions to condemn, relocation assistance, real property management, technical services and approval of right-of-way plans and serving as the Department's expert in the strategic use of real estate assets in accomplishing the department's mission. Work includes serving as the technical expert in areas of negotiations, acquisitions and excess land disposition as well as providing advice to legal staff on outstanding condemnation settlement actions. Work also includes drafting and reviewing legislation and representing the department and state on regional and national policy committees. Contacts include section heads, state agencies, legal officials, federal government officials, the public and media for the purpose of coordinating services and responding to inquiries and providing technical expertise and interpretation of laws, rules and regulations regarding the acquisition and disposition of real property and property rights.

  • Directs and manages operational and support staff through subordinate supervisors in the appraisals, acquisition and disposition of real property and associated relocation assistance services.
     
  • Manages and oversees budget preparation for capital and operating funds.
     
  • Develops, revises, and implements real estate appraisal, acquisition, relocation and operating policies, procedures and manuals.
     
  • Represents the department and state in meetings or conferences with federal, state and local government agencies and representatives of private organizations regarding statewide right-of-way operations.
     
  • Provides strategic advice in the early planning stages through the planning and design of specific projects and develops alternative courses of action as needed.
     
  • Reviews and provides technical comments on design plans.
     
  • Supervises the preparation of special reports and exhibits for a particular right-of-way project or acquisition.
     
  • Directs the selection, promotion, discipline, training and development of staff.
     
  • Coordinates with other department sections to obtain and clear right-of-way in time to permit construction projects to proceed on schedule.

Job Requirements

JOB REQUIREMENTS for Chief Right-of-Way Agent
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in relocation assistance. 
  2. Three years experience in analyzing engineering or property drawings. 
  3. Three years experience in preparing real estate cost estimates. 
  4. Three years experience in interpreting the Federal Uniform Relocation and Real Property Acquisition Act.
  5. Three years experience in real estate negotiation and real property acquisition.
  6. Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
  7. Knowledge of real estate appraisal and real property management.
  8. Knowledge of budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
  9. Knowledge of developing policies and procedures.
