This class series uses two levels in the Administrative Services occupational group, Legal Services occupational series and describes work in the maintenance, publication, and distribution of the official Delaware Register of Regulations and the Delaware Administrative Code.

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.

• Coordinates the activities necessary to ensure accurate and timely publication of a monthly Register of Regulations and periodic updating of the Delaware Administrative Code; Delaware Constitution; the Delaware Code Online and print publications of portions of the Delaware Code, including the Landlord Tenant Code and the Divorce and Annulment Code; session laws; and the charters of the towns of Delaware.
   
• Maintains all electronic publications to be compliant with the Uniform Electronic Legal Material Act (UELMA).
   
• Maintains policies, procedures, priorities, goals, and objectives to ensure legal and operational requirements are met.
   
• Maintains and disseminates standards and guidelines for all legally mandated contributors to the Delaware Register of Regulations. Provides guidance on the process of converting and transmitting documents electronically.
   
• Ensures compliance with the Administrative Procedures Act, the Regulatory Flexibility Act, the Administrative Code Drafting and Style Manual, and agencies' statutory authority to promulgate regulations. Researches and certifies all submissions before their publication. Verifies submissions are in the proper context and form. Makes revisions to regulations as needed and outlined in 29 Del. C. § 1134.
   
• Determines Register contents by recommending materials to be presented in their entirety or those which require editing, rewriting, or summarizing.
   
• Reviews and proofs Delaware Code and Administrative Code updates and identifies any technical or substantive errors or oversights found.
   
• Acts as non-partisan legal staff of the General Assembly and a legal resource with respect to the Administrative Procedures Act and the Regulatory Flexibility Act.
   
• Develops and maintains communication with all state agencies; provides expertise and acts as resource person for various executives in other state government organizations to ensure compliance with the Administrative Procedures Act, the Regulatory Flexibility Act, the Administrative Code Drafting and Style Manual, and agencies’ statutory authority to promulgate regulations. 
   
• Performs legal and general research. Researches and analyzes regulations and legislation. Interprets laws, rules, regulations, Attorney General Opinions, policies, and procedures.
   
• Provides assistance and advice on the appropriate course of action, procedures, and processes to be followed regarding the proposal and promulgation of regulations.
   
• Develops and implements on-going training for agencies regarding statutory responsibilities and document management.

Assistant Registrar of Regulations

This is the first level of work responsible for assisting the Registrar of Regulations in performing the full range of essential functions as described above.

• Receives supervision from an administrative superior.
• May supervise staff which includes planning, assigning, reviewing, evaluating, coaching, training, and recommending hire/fire and discipline.
• Analyzes new or revised regulations to determine impact on and consistency with existing regulations. Ensures submissions contain proper context and legal citations.
• Contacts include Department Heads, Division Directors and other agency representatives, attorneys, legislators, other state and local officials, and the public to provide information, assistance, and advice on interpretation of laws, rules, regulations, procedures, and processes. 

Registrar of Regulations

This is the second level of work responsible for directing and overseeing the development, maintenance, publication and distribution of the official Register of Regulations and the Delaware Administrative Code.

• Receives supervision from the Director.
• Supervision is exercised over two or more merit full time positions per the Merit Rules. The elements of supervision include planning, assigning, reviewing, evaluating, coaching, training, and recommending hire/fire and discipline.
• Establishes and implements policies, procedures, priorities, goals, and objectives to ensure legal and operational requirements are met.
• Oversees and directs activities necessary to ensure accurate and timely publication of a monthly Register of Regulations, and periodic updating of the Delaware Administrative Code; Delaware Constitution; the Delaware Code Online and print publications of portions of the Delaware Code, including the Landlord Tenant Code and the Divorce and Annulment Code; session laws; and the charters of the towns of Delaware.
• Develops standards and guidelines for all legally mandated contributors to the Delaware Register of Regulations.
• Analyzes new or revised regulations to determine impact on and consistency with existing regulations. Ensures submissions contain proper context and legal citations.
• Oversees the establishment, maintenance, and control of the complex document filing and recording system.
• Develops long-range plans for publication of a Delaware Administrative Code.
• Contacts include Department Heads, Division Directors and other agency representatives, attorneys, legislators, other state and local officials, and the public to provide information, assistance, and advice on interpretation of laws, rules, regulations, procedures, and processes.

• Ability to assist, encourage, and guide diverse professional and administrative personnel in all State agencies in complying and conforming to the legal requirements related to the submission of public information for publication in the Delaware Register of Regulations.
• Ability to supervise subordinate staff to meet mandated monthly deadlines for the publication of the Delaware Register of Regulations as well as other publication requirements and provide technical guidance and direction.
• Ability to develop and provide training to state agencies, officials, and employees.
• Ability to communicate effectively.
• Ability to prioritize multiple tasks, work efficiently within time constraints and deadlines, and handle stressful situations.

JOB REQUIREMENTS for Assistant Registrar of Regulations
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

1. Possession of a Juris Doctor.
2. Possession of a valid license to practice law.
3. Three years' experience in researching and interpreting governmental law, constitutional law, regulations, or legislation.
4. One year experience in editing and publishing information.
5. Six months' experience in narrative report writing.
6. Knowledge of public administration such as planning, organizing, and coordinating the implementation of public policies and procedures to provide overall direction of the dissemination of information involving legislation, regulations, programs, or services to meet organizational or governmental goals and objectives; provides advice to other agency organizational units through consultation.
7. Knowledge of the Uniform Electronic Legal Material Act (UELMA).
8. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
