The Vendor Field Representative (VFR) is responsible for ensuring the Delaware Women, Infants and Children (WIC) Program has a satisfactory number of authorized retailers (vendors) available for WIC participants to redeem approved food benefits using the WIC electronic benefits card (eWIC) at retail grocery stores throughout the State. The VFR facilitates the vendor authorization process; training vendor staff; monitoring and investigating authorized stores; and enforcing program rules and regulations.
Nature and Scope
The Vendor Field Representative reports to an administrative superior. The VFR must ensure all vendor agreements with the State Agency for the operation of food delivery conforms to United States Department of Agriculture (USDA) regulations.
The duties of this classification include validating, maintaining and managing databases for the WIC vendor system. The work of the VFR involves the interpretation of vendor regulations and standards as promulgated through USDA. This classification involves investigating alleged or possible violations of vendor regulations, gathering facts related to alleged or possible violations. The VFR is responsible for store monitoring, in-store training, covert compliance buys and high-risk buys for the purpose of detecting, tracking, and documenting vendor non-compliance with program requirements. Accurately documenting and recording events and findings for court trials, fair hearings, civil rights compliance reviews and the sanctioning of civil money penalties and fines.

Engaged in the planning, authorization, and documentation of the vendor bid process.
Validates, maintains, and manages eWIC and WIC on the Web (WOW) databases.
Conducts parallel testing on WIC eligible products in all relevant systems.
Collects, analyzes, and presents data to management in response to requests pertaining to the WIC Program.
Conducts vendor monitoring and auditing to ensure compliance of program requirements, policies, procedures and the vendor agreement.
Organizes and conducts covert and overt investigations to identify alleged vendor fraud and program abuse; documents findings.
Verifies claims of alleged WIC Vendor violations; recommends appropriate response.
Responsible for all vendor training as required by USDA, designs training materials, modifies as needed. Manages schedule of required training.

Job Requirements
JOB REQUIREMENTS for WIC Vendor/Field Representative Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Six months experience in validating, maintaining, and managing a database.
Six months experience in conducting investigations which includes conducting interviews to obtain confidential information, gathering evidence and documenting findings.
Six months experience in ensuring compliance with laws, rules, regulations, standards, policies, and procedures.
Possession of a valid Driver’s License (not suspended, revoked or cancelled, or disqualified from driving).
