Summary Statement

This class is responsible for providing security and protecting the integrity of the Criminal Justice Information System (CJIS), a system routinely used throughout the State by various criminal justice and law enforcement partners, through conducting investigations in accordance with the Delaware Criminal Justice Information System (DELJIS) rules and regulations.

Nature and Scope

This class functions under the direction of an administrative superior.  An incumbent in this class is responsible for conducting administrative investigations of improper access or breaches of the Criminal Justice Information system (CJIS).  An incumbent in this position is required to provide testimony during administrative proceedings and may be required to testify in court.  An incumbent will also assist with security audits and site visits, user authorization and maintenance, agency maintenance, and reviewing arrest notifications.

Essential Functions

  • Conducts investigations of all suspected or reported incidents of misuse and/or unauthorized access to the CJIS.
  • Presents the DELJIS Board of Managers with facts of administrative investigations and may be required to testify in court proceedings.
  • Audits user activity, monitors access of flagged records, and conducts internal audits to ensure agencies are compliant with all applicable laws, rules, regulations, standards, policies, and procedures.
  • Reviews arrest notifications of authorized users to determine if the charges and nature of the offense poses a threat to the security and integrity of CJIS. 
  • Processes user requests for access to the CJIS, including the review of background check results.
  • Designated as an alternate Information Security Officer (ISO) to assist with creating, modifying, and disabling user accounts as needed.  
  • Assists in drafting and maintaining agency and user agreements.
  • Assists in creating and modifying agency and user security levels to ensure access controls align with provisions outlined in authorized agency and user agreements.

  • Knowledge of the functions, capabilities and use of the Delaware Criminal Justice Information System.
  • Knowledge of Delaware criminal and juvenile justice law, penalties, operations, and processes.
  • Knowledge of the functions of the various DELJIS user agencies.
  • Knowledge of civil, criminal or administrative proceedings.
  • Skill in planning and conducting complex investigations.
  • Skill in providing testimony before boards, commissions, administrative bodies, or court officials.
  • Skill in interpreting, applying, explaining and determining compliance with applicable laws, rules, regulations, standards, policies and procedures.
  • Skill in the methods and techniques for preparing clear and concise reports and correspondence.
  • Skill in conducting interviews to elicit information of a sensitive and confidential nature.
  • Ability to communicate effectively, both orally and in writing. 
  • Ability to establish and maintain an effective working relationship with officials of the criminal justice community, employees, elected officials, agency heads.

Job Requirements

JOB REQUIREMENTS for DELJIS Investigator 
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
  1. Three years’ experience in planning, developing, coordinating and implementing investigations.
  2. Three years’ experience in determining compliance with laws, rules, regulations, standards, policies and procedures.
  3. Three years’ experience in narrative report writing.
  4. Three years’ experience in civil, criminal or administrative proceedings.
  5. Three years’ experience in providing testimony before boards, commissions, administrative bodies or court officials.
  6. Knowledge of using an automated criminal justice information system to retrieve/inquire and report on criminal justice data.
