This class is responsible for supervising and participating in law enforcement activities regulating the sale, transportation, storage and distribution of alcoholic beverages and sale of tobacco products in a regional area.
Supervises 5 – 9 technical and administrative support staff.
Nature and Scope
The incumbents report to an administrative superior and is responsible for planning, coordinating and supervising the work of subordinates engaged in the regulation of alcoholic beverages and tobacco products for the purpose of deterring, detecting, investigating and prosecuting violations of state and federal laws, rules and regulations pertaining to alcohol and tobacco enforcement. Adjunct to alcohol and tobacco enforcement and investigation is enforcement of other state and federal statutes concerning gambling, narcotics, prostitution and tax evasion. An incumbent plans and leads raids and sting operations. The incumbents in the class work closely with other law enforcement agencies of Delaware, surrounding states and federal jurisdictions to integrate and coordinate enforcement activities. Work includes supervising and conducting complex investigations and prosecuting cases in court and before the Alcoholic Beverage Control Commissioner. In addition, an incumbent serves as liaison to the Delaware Police Chief's Council to address law enforcement issues statewide, to the legislators regarding laws/bills impacting the agency, and as spokesperson for media inquiries. An incumbent in this class also prepares, justifies, recommends and controls the budget for a regional area and develops and recommends laws, rules, regulations, policies and procedures. An incumbent acts as designee in the absence of the Director.

Plans, assigns, reviews, and evaluates the work of subordinate staff.
Identifies training needs of staff, coordinates the procurement of training by contracted vendors and other law enforcement agencies, ensures training is provided to maintain certification, maintains training records, and prepares reports mandated by law.
Prepares, justifies, recommends and controls the budget for a regional area; writes grant applications and manages and controls grant expenditures; and participates in the strategic planning process.
Conducts complex investigations involving multiple law enforcement jurisdictions.
Prosecutes cases in court and before the Alcoholic Beverage Control Commissioner.
Develops, evaluates, recommends and implements new and revised laws, rules, regulations, programs, policies and procedures to achieve the agency's mission, goals and objectives.

Job Requirements
JOB REQUIREMENTS for Alcohol & Tobacco Police Lieutenant
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Possession of an active State of Delaware Council on Police Training Certificate or equivalent, OR eligibility for recertification per Delaware Administrative Code Title 1, Chapter 801, Section 8.0 Re-activation Requirements of Police Officers.
At least nine years experience as a Certified Police Officer.
Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).
Three years experience in planning, developing, coordinating, and implementing in-depth, long term investigations.
Three years experience in ensuring compliance with alcohol and tobacco laws, rules, regulations, standards, policies, and procedures.
Knowledge of developing policies or procedures.
Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
