This class is responsible for planning, developing, implementing and directing a statewide licensing program(s).
Nature and Scope
The class incumbent reports to an administrative superior. The class incumbent is responsible for planning, implementing, coordinating, directing and monitoring a statewide licensing program(s) to ensure the program(s) stays within federal compliance through proper testing, license issue, and the enforcement of sanctions. The class incumbent also is responsible for analyzing, developing, administering and controlling the program's budget. Work involves interpreting federal and state law to industry, legislators, the public and other state agencies. Principal contacts are with industry, law enforcement agencies, other state agencies, unions, trade organizations, organizations and agencies on a state and national level and the public.
Essential Functions

Serves as a panel member in interviewing and selecting licensing staff. Trains and may supervise licensing staff on new or revised licensing fees, testing, laws, rules, regulations, policies and procedures.
Analyzes, develops, recommends and implements policies, procedures, rules and regulations pertaining to the licensing program(s). Ensures uniformity pertaining to the licensing program(s) statewide.
Analyzes, develops, administers and controls the licensing program(s) budget. Acquires federal grant sources, writes federal grant applications and administers contracts; drafts RFP's and serves on vendor selection committees.
Drafts and recommends proposed legislation pertaining to the program(s). Provides input to federal proposals, national surveys, state legislators; justifies/defends proposed state legislation and federal rulemaking.
May coordinate with unique drivers, employees, state or municipal agencies to resolve unusual licensing/enforcement situations (Medical, Disabled, Emergency operations, etc.). May sign off on waiver letters allowing drivers to operate vehicles in state of Delaware.
Communicates with the public, industry, law enforcement agencies, Office of Information Systems, state agencies, Chamber of Commerce, unions, trade organizations and organizations/agencies on a state and national level to exchange information, interpret and explain program(s), laws, rules, regulations, policies and procedures, resolve problems, develop uniform standards and future enhancements, etc.
May lay out driving test courses on-site and off-site meeting federal and state requirements. May devise alternate test courses due to construction, road restrictions, public complaints and failure of test. May develop, recommend and implement methods of rotating test questions and alternative testing/tests for functionally illiterate drivers. May develop and recommend training resources to afford commercial drivers every opportunity to pass the commercial driver's license testing requirements.
Develops and revises program(s) manuals. May participate in drafting/revising other manuals, tests, legislation and procedures.
Participates with others in analyzing and making recommendations for new enhancements that are feasible and cost-effective to the State such as automated systems.

Job Requirements
JOB REQUIREMENTS for License Program Coordinator Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Six months experience in budget development which includes developing a budget, analyzing financial data and making long and short range plans and projections.
Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
Knowledge of program administration such as overseeing and directing the development, implementation and evaluation of programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).
