A class incumbent is responsible for institutional security work administering the custody, security and discipline programs at a large correctional facility or in the Office of the Commissioner.
Nature and Scope
An incumbent in this class works under the general supervision of an administrative superior and is responsible for performing administrative security, custody, care, safety and discipline programs at a large correctional facility or in the Office of the Commissioner. An incumbent is assigned either to a line function within a facility to direct and control the correctional staff in their maintenance of security, order and discipline or serving in a staff position overseeing and coordinating the inspection, security, care, and safety programs at all correctional facilities to ensure compliance with applicable federal, state and local standards and regulations. Work includes planning and directing the care, security and control programs within correctional facilities. A class incumbent must be available for response to emergencies such as escapes and riots.

Plans and directs the security, control and safety programs within an institution or oversees and coordinates the inspection, security, care and safety programs at all correctional facilities to ensure compliance with applicable laws, rules and regulations.
Inspects the institutions on a regular basis ensuring that institutional security and sanitation policies and procedures are adequate and being enforced.
Investigates and is responsible for reporting all irregularities and violations arising in any area of responsibility.
Assesses and evaluates effectiveness of institutional programs and makes recommendations for change as necessary.
Assists in the development of institutional policies and procedures and oversees implementation to ensure compliance by staff.
Participates in classification and treatment boards/committees and oversees inmate classification and subsequent assignment within the institution.
Coordinates the institutional security operations with the appropriate treatment programs.
May monitor the work of subordinates and evaluate their performance in light of institutional policy and procedures.
Prepares a variety of records, reports, and summaries in support of program operational effectiveness.

Knowledge of the principles and practices of program management/administration as pertains to a correctional setting with particular emphasis on custody, security and safety.
Knowledge of the human behavior with particular emphasis on the criminally-oriented and anti-social person.
Knowledge of the departmental policies and procedures, the basic criminal justice system, and generally acceptable behavioral modification and counseling techniques.
Skill in dealing with a wide variety of human behavior, assessment of such behavior, and employment of the appropriate response or corrective action.
Skill in program assessment with particular emphasis given to development of alternate courses of action to meet program goals and objectives.
Skill in guiding and directing the work of subordinates and formulation of a cohesive working team directed at program accomplishment.
Ability to work under sometimes very stressful conditions in a potentially hazardous environment.
Ability to communicate effectively both orally and in writing to include public speaking engagements, conduct of formal briefings, and the ability to reduce complex policies into staff procedural guidelines.
Job Requirements
JOB REQUIREMENTS for Correctional Security Superintendent Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
At least three years experience as a Correctional Lieutenant OR at least two years experience as a Correctional Staff Lieutenant OR at least one year experience as a Correctional Captain or equivalent experience in the CO/series.
Six months experience in correctional management which includes directing, coordinating and monitoring the daily operations of a correctional facility for security operations, administrative functions and institutional programs.
Three years experience in ensuring compliance with security and safety standards for correctional facilities.
Six months experience in making recommendations for continuation or changes to operations, programs, services, policies or procedures based on findings.
Six months experience in evaluating inmate security levels to determine appropriate housing assignments within a facility.
