This class series uses two levels in the Public Safety occupational group, Protection and Security Services occupational series and describes DSHS Security Officer work maintaining a safe and secure environment for patrons, visitors and state employees by monitoring and protecting state property from potential natural and man-made threats.
Note: This career ladder series incorporates levels DSHS Security Officer and DSHS Senior Security Officer. Based on the level of work applicable to the employing agency and functional area, positions can be allocated up to level DSHS Senior Security Officer. The DSHS Security Officer level is to provide entry for hiring new employees into the class series but does not preclude hiring new employees at higher level. Employees may be promoted through the career ladder in accordance with job requirements and promotional standards. Promotional standards, a selection document under separate cover, sets forth the criteria that defines and describes the requirements that must be met at each level. Advancement of employees through the career ladder is dependent on an agency's/department's operational needs and distribution of work.
Essential Functions
Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Screens state employees, patrons and visitors to state facilities to deter, detect and respond to any potential natural and man-made threats to the facility.
Maintains vigilant observation for any suspicious, aggressive or threatening behavior, possible intoxication, behavior indicative to mental illness, or characteristics displayed by individuals who may be in possession of a concealed weapon.
Enforces policies and procedures relative to safety, security and orderliness.
Observes and maintains control of multiple prisoner transport vehicles and prisoners ensuring separation of adult/juvenile and male/female prisoners.
Controls the ingress and egress of law enforcement vehicles and prisoners through a secure point of access to deter, detect and respond to potential natural and man-made threats to the facility and reduce or eliminate the potential of escape by an in-custody prisoner.
Assists in communications command center by monitoring cameras, receiving calls, and obtaining and disseminating information to appropriate Capitol Police Officer, supervisor, and/or other agencies based on the nature of the call.
Assists Capitol Police Officers with transporting prisoners to correctional facility by operating a motor vehicle.
Provides information to state employees, patrons and visitors to state facilities.
Prepares logs, statistical information, incident reports and use of force reports.
Uses automated information systems to enter, update, modify, delete, retrieve, inquire or report on data.
Levels of Work
DSHS Security Officer
This is the first level of the DSHS Security Officer series.
Reports to a technical supervisor.
Performs the full range of Essential Functions.
Contacts include other state employees, visitors, patrons, other law enforcement personnel, and prisoners in order to maintain a safe and secure environment, assist with enforcing applicable laws, rules, regulations, policies and procedures, and obtain and provide information.
DSHS Senior Security Officer
This is the second level of the DSHS Security Officer series.
Subdues individuals using bodily force and defensive devices such as chemical propellants, expandable baton, and taser.
Detains subjects with an active capias, rule 9 warrant, active warrant from an in-state law enforcement agency, active warrant from an out-of-state law enforcement agency, and violators of state law.
Accepts custody of and processes prisoners wanted by the courts or other in-state or out-of-state law enforcement agencies. Provides protection to and maintains control of prisoners and their property.
Coordinates with court personnel, correctional security and probation and parole staff and other law enforcement agencies to ensure that each prisoner is properly identified, assessed, processed and presented to court officials or transferred to the custody of another law enforcement agency.
Controls the ingress and egress of vehicles, operators, maintenance personnel, court employees, mail deliveries, and bulk deliveries through a secure point of access. Screens mail and parcels using an x-ray machine and inspects bulk deliveries for any suspicious contents.
Assists Capitol Police Officers, Correctional Officers, Court Security Officers, and other state and local law enforcement officers with security related issues.
Provides on-the-job training, guidance and direction to lower level officers.

Skill in using a variety of security equipment such as magnetometer, x-ray machine, remote access controls, hand wand, handcuffs, O. C. spray, video surveillance, and 800 MHz radio.
Skill in operating motor vehicles.
Skill in applying first aid.
Skill in performing cardiopulmonary resuscitation.
Skill in using an automated external defibrillator.

In addition to the above knowledge, skills and abilities, the DSHS Senior Security Officer requires:
Knowledge of Delaware Criminal Code and Traffic Code.
Knowledge of patrol procedures.
Knowledge of arrest laws and search procedures.
Knowledge of traffic control (pedestrian and vehicular) procedures.
Skill in using automated information systems to enter, update, modify, delete, retrieve, inquire or report on data.
Skill in subduing individuals by using bodily force and defensive devices such as chemical propellants, expandable baton and taser.
Job Requirements
JOB REQUIREMENTS for DSHS Senior Security Officer Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
One year experience in security such as providing protective services to persons, facilities or grounds from trespassing, theft and other conditions.
One year experience in narrative report writing.
Possession of a current State of Delaware Council on Police Training approved Seasonal Police Officers Training Program Certificate.
Possession of a valid Driver’s License (not suspended, revoked or cancelled, or disqualified from driving).
Certified in the use of defensive devices which includes electronic control devices (tasers) and expandable impact weapons (batons).
