Description of Occupational Work

This class series uses three levels in the Protection and Security Services occupational group, Support Services occupational series and describes work providing protection and security services to staff, clients, and the general public within a level 5 secure state facility which houses mental health clients. 

Work includes monitoring and ensuring the security and safety of state property, staff and visitors.  Client behavior can be combative and unpredictable.  Significant aspects of the work involve the possibility of dealing with crisis and/or emergency situations including the use of physical restraint, foot patrol of the resident units, conducting room/building searches, and monitoring clients in a day hall setting during meals and in group activities.  It is important to note that employees work under the direction of clinical staff and while they are trained to recognize unusual or abnormal behavior, security officers do not provide clinical observation or services.

Note: This career ladder series incorporates the Forensic Security Officer I and II.  The Forensic Security Officer I level is to provide entry for hiring new employees into the class series but does not preclude hiring new employees at higher levels.  Employees may be promoted through the career ladder in accordance with job requirements and promotional standards. Promotional standards, a selection document under separate cover, sets forth the criteria that defines and describes the requirements that must be met at each level.  Advancement of employees through the career ladder is dependent on an agency's/department's operational needs and distribution of work. 

The Forensic Security Officer Supervisor level, although not part of the career ladder, provides competitive opportunity for movement of employees.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.

  • Observes the behavior of clients and alerts nursing and other clinical staff of behavioral changes; monitors conduct of visitors; and takes action to de-escalate potentially violent or disruptive situations. 

  • Responds to psychiatric emergencies involving combative clients and assists in detaining trespassers, violators and searching for missing clients.

  • Maintains control of persons and property in compliance with policies relative to safety, security and orderliness.

  • Monitors and ensures the safety of state property, as well as safety and location of staff and visitors by performing work such as controlling ingress and egress of people through a secure point of access, within the forensic building and units.

  • Answers internal emergency calls received via the facility emergency phone line, relays information to the appropriate authorities, and monitors internal alarm systems.    

  • Uses electronic intercom and closed-circuit camera systems to communicate with staff to accurately identify and verify authorized access, granting sector by sector access from control center.  

  • Responds to internal hazards, risks, fires or other emergencies.

  • Makes regular rounds of the forensic buildings, units and perimeter and ensures that all safety devices on doors and windows are operable and secure.

  • Conducts inspections and searches of clients, visitors, grounds and building perimeter for weapons or other contraband and takes client counts. 

  • Provides general information to forensic unit visitors and gives directions as required.

  • May be required to prepare logs, statistical information, incident reports and use of force reports.

Levels of Work

Forensic Security Officer I

This is the first level of forensic security officer work providing protection and security services to staff, clients, and the general public within a level 5 secure state facility housing mental health clients. Work includes acquiring a working knowledge of rules, regulations, procedures, techniques and equipment.

  • Reports to a technical supervisor and works under general supervision. 
  • Performs the full range of Essential Functions.
  • Responds to psychiatric emergencies involving de-escalation and other techniques in compliance with security policies, procedures and training.
  • Performs routine protection and security work and consults with higher-level staff on complex situations.
  • Contacts are with staff, clients, visitors and others to maintain a safe and secure environment, assist with ensuring compliance with applicable laws, rules, regulations, policies and procedures, and to obtain and provide information.     

Forensic Security Officer II

This is the second level of forensic security officer work providing protection and security services to staff, clients,and the general public within a level 5 secure state facility housing mental health clients. Work is differentiated from the previous level by independently handling complex security situations.   

  • Performs advanced protection and security work, including handling complex security situations such as clients(s) using a barricade, hostage or riot crisis until emergency personnel (fire, police, Department of Corrections) respond.
  • Keeps abreast of potential safety and security issues and alerts superiors to facilitate resolution of problems before they escalate.
  • Provides on-the-job training and guidance and direction to security staff and acts as a lead worker in the absence of the shift supervisor.
  • Performs security checks of safety devices on doors and windows, locks, tools, equipment, utensils, medication or other items that may present a security problem.
  • Provides protective services  for clients and/or assigned escorts off-site including moving clients within or outside of the facility.
  • May serve as the PREA Coordinator, gathering information of incidents or allegations, investigating, and preparing reports for Department of Correction.
  • Works with law enforcement on security challenges such as detaining trespassers, violators and escapees.        

Forensic Security Officer Supervisor

This is the supervisory level of forensic security officer work providing protection and security services to staff, clients, and the general public within a level 5 secure state facility housing mental health clients. Employees at this level perform supervisory work independently, ensuring that the security of the facility is maintained.

  • Supervision is exercised over at least two or more merit full time positions. The elements of supervision include planning, assigning, reviewing, evaluating, coaching, training, recommending hire/fire and discipline. Also supervises casual seasonal positions.      
  • Conducts regular staff meetings to ensure deadlines and performance measures are met and monitors workflow to adjust priorities.
  • Investigates reports of security violations and advises superior of the results.
  • Periodically reviews facility security procedures to ensure that they are adequate and applicable to current organizational needs.
  • Makes announced and unannounced inspections of the security staff and the facilities.
  • Contacts include security and facility staff, clients, visitors, law enforcement and others to ensure the security of a level 5 facility and to resolve complex security challenges.  

Knowledge, Skills and Abilities

The intent of the listed knowledge, skills and abilities is to give a general indication of the core requirements for all positions in the class series; therefore, the KSA's listed are not exhaustive or necessarily inclusive of the requirements of every position in the class.

  • Knowledge of department and facility laws, rules, regulations, standards, policies and procedures. 
  • Knowledge of the principles, practices and techniques of maintaining safety, security and orderliness.
  • Knowledge of methods and techniques of crisis intervention in a secured psychiatric treatment setting. 
  • Knowledge of traffic control (pedestrian and vehicular) procedures.
  • Knowledge of first aid, Cardiopulmonary Resuscitation (CPR) and the location of Automated External Defibrillators (AED).
  • Knowledge of the Prison Rape Elimination Act (PREA) policies and procedures.
  • Skill in using a variety of security equipment such as magnetometer, x-ray machine, remote access controls, hand wand, video surveillance, portable radio.
  • Skill in using an automated information system to enter, update, modify, delete, retrieve, inquire or report on data.
  • Skill in maintaining records and preparing reports.
  • Ability to function under stressful conditions such as when confronted by a trespasser or violent client.
  • Ability to recognize unusual or abnormal conditions or behavior and respond appropriately.
  • Ability to communicate effectively with colleagues, clients, visitors and the general public.
  • Ability to respond to psychiatric emergencies by applying appropriate techniques.
  • Ability to remain alert, calm and effective, exercising good judgement in stressful situations.
  • Ability to establish and maintain effective working relationships with a variety of people.    

In addition to the above Knowledge, Skills and Abilities, the Forensic Security Officer II requires:

  • Skill in providing protection and security services to staff, clients and others.
  • Skill in ensuring compliance with applicable laws, rules, regulations, policies and procedures.
  • Skill in communicating and dealing effectively with a wide variety of psychiatric clients in a secured facility.
  • Skill in responding to emergencies.
  • Skill in First Aid, CPR and the use of AEDs.
  • Skill in applying the policies and procedures relating to the Prison Rape Elimination Act (PREA).
  • Ability to de-escalate potentially explosive situations.
  • Ability to subdue violent or combative clients.
  • Ability to be assertive and apply effective rules, regulations, policies and procedures to a variety of situations.
  • Ability to provide training, guidance and direction to security staff.    

In addition to the above Knowledge, Skills and Abilities, the Forensic Security Officer Supervisor requires:

  • Knowledge of the principles and practices of supervision.
  • Skill in effective written and oral communication, report writing, briefing techniques and evaluate reasoning.
  • Skill in anticipating and resolving safety and security challenges and risks and improving compliance.  
  • Ability to plan and coordinate multiple work assignments and schedules.

Job Requirements

JOB REQUIREMENTS for Forensic Security Officer Supervisor
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
  1. One year of experience in maintaining the security and safety of individuals and facilities.
  2. One year of experience in interpreting and applying laws, rules, regulations, policies and procedures related to the protection of the health, safety, welfare or rights of clients in a psychiatric setting
  3. Coursework, training and/or experience in staff supervision, which may include performing as a lead worker overseeing the work of others. 
  4. Possession of a valid Driver's License (not suspended, revoked or canceled, or disqualified from driving).
