Description of Occupational Work

Custodial Services employees are responsible for cleaning, sanitizing and maintaining orderly interiors and furnishings following safety and health laws, rules, regulations, standards, policies, and procedures applicable to the assigned institutional living quarters, wards, state clinics or related state facilities.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, employees can complete job duties of a similar kind not specifically listed.

Performs custodial work using protective and other equipment and techniques in compliance with applicable laws, rules, regulations, standards, policies, and procedures promoting safety and health of clients, visitors, property, or institutions.

Cleans walls, floors, carpets and other interior building components by mopping, scrubbing, waxing, and shampooing or vacuuming.

Uses brooms, wet or dry mops, ladders, brushes, scrapers, pails or buckets, and mixtures of water and chemical solutions or disinfectant.

Dusts and polishes furniture and fixtures, and cleans windows, glass partitions, or mirrors using soapy water or other cleaners, sponges, or squeegees.

Empties and cleans wastebaskets, garbage containers, and ashtrays and may sweep sidewalks and patios, shovel snow, and pick up trash. Transports trash to disposal area.

Cleans and disinfects a variety of surfaces, areas, and equipment such as bathrooms, kitchens, and kitchen appliances, or client, clinic, or examination rooms.

Maintains, replenishes, or replaces various supplies such as light bulbs, soap, paper, or linens.

Moves and arranges furniture and hangs drapes and window shades.

Uses automated information systems and computer software to enter, update, modify, delete, retrieve, or report on data.

Operates a variety of mechanical custodial equipment such as vacuums, scrubbers, carpet shampooers, and buffers.

Completes and maintains competency in required training.

Communicates and interacts effectively with people across cultures, ranges of ability, genders, ethnicities, ages, and races.

Performs other related duties as required.

Levels of Work

Custodial Worker

This is experienced level custodial services work. Employees perform the full range of Essential Functions under general supervision.

Receives general supervision from a technical supervisor or higher; the supervisor provides general direction on all assignments, and regular review of progress, accuracy, and quality of work. Supervisory advice or assistance is provided as needed.
Performs a variety of cleaning tasks to maintain a clean, safe, and sanitary environment and follows consistent cleaning and disinfecting schedules.
Operates custodial equipment and mixes proper amounts of water/chemical cleaning and sanitizing solutions following applicable safety and health laws, rules, regulations, standards, policies, and procedures.

Senior Custodial Worker

This is lead level custodial services work. In addition to work performed by the Custodial Worker level, employees perform a variety of custodial duties and function at the lead level overseeing a small crew of custodial workers.

Receives minimal supervision from a technical supervisor or higher; the supervisor defines objectives, priorities, and deadlines and assists the employee with unusual situations.
Leads staff by assigning, monitoring, and reviewing work and providing on-the-job training, guidance, and direction.
Performs minor maintenance of custodial equipment and the building(s) (i.e. changes bags on vacuum cleaners, changes brushes and pads on floor buffers and waxers, tightens screws, and replaces doorknobs); and reports any major repairs needed to the supervisor.
Completes forms for supplies, equipment, and work performed.
May operate a motor vehicle.

Custodial Supervisor I

This is the first level supervisor of custodial services work. In addition to work performed by the Senior Custodial Worker level, employees supervise and participate in custodial work.

Receives minimal supervision from a technical supervisor or higher; the supervisor defines objectives, priorities, and deadlines and assists the employee with unusual situations.
Supervises two or more merit full-time positions, at least one of which must be in this Custodial Services class series and cannot be limited to contractual staff. The elements of supervision include performing the following on a regular and continuing basis: planning, assigning, reviewing, evaluating, coaching, training, disciplining, and recommending hire, termination, and promotion.
Conducts regular shift meetings to ensure custodial assignments are completed and monitors shift workflow to adjust priorities.
Inspects work areas to see that employees have cleaned, sanitized, and maintained assigned areas in accordance with instructions; and inspects eye wash stations or other safety equipment to ensure proper working order.
Ensures safety and sanitary conditions are maintained in compliance with applicable laws, rules, regulations, standards, policies, and procedures promoting safety and health of clients, visitors, property, or institutions.
Determines the need for equipment repairs, maintenance, and custodial supplies and maintains inventory by requisitioning supplies; notifies the supervisor or writes repair work orders.
Prepares and maintains records and reports relating to personnel, supplies, equipment, and work performed.

Custodial Supervisor II

This is the second level supervisor of custodial services work. In addition to work performed by the Custodial Supervisor I level, employees supervise daily custodial operations directly and through subordinate supervisory staff that directly report to this class.

Receives minimal supervision from a technical supervisor or higher; the supervisor defines objectives, priorities, and deadlines and assists the employee with unusual situations.
Maintains efficient and effective work operations and sanitary conditions by evaluating production, developing or revising work plans and schedules, and resolving problems and complaints.
Supervises two or more merit full-time positions in this Custodial Services class series, at least one of which must be at the supervisory level. The elements of supervision include performing the following on a regular and continuing basis: planning, assigning, reviewing, evaluating, coaching, training, disciplining, and recommending hire, termination, and promotion.
Evaluates operating practices and procedures to include personnel, recordkeeping, performance standards, and equipment and supply utilization and determines needs.
Maintains inventory of cleaning supplies, equipment, and paper products.
Requisitions supplies and prepares work orders for building and equipment repairs.
Assigns shift coverage to ensure custodial assignments are completed and conducts regular staff meetings to adjust schedules and priorities.
Communicates effectively with other unit staff to coordinate daily operations and work schedules.

Custodial Superintendent

This is the first level of custodial superintendent work. This level is distinguished from previous levels by planning, directing, managing, and evaluating large-scale custodial operations through supervisory staff that directly report to this class. Positions supervising and performing daily custodial work as a significant part of the job would not be allocated to this level.

Receives minimal supervision from a technical supervisor or higher; the supervisor defines objectives, priorities, and deadlines and assists the employee with unusual situations.
Supervises two or more merit full-time positions in this Custodial Services class series, at least one of which must be at the supervisory level. The elements of supervision include performing the following on a regular and continuing basis: planning, assigning, reviewing, evaluating, coaching, training, disciplining, and recommending hire, termination, and promotion.
Reviews, evaluates and prioritizes custodial projects based on staff resources and capabilities, contractual needs, necessity of equipment repair/replacement and estimates of time, materials and costs, coordinates projects with other units, subordinates, or contractors.
Establishes cleaning, sanitation and safety standards; oversees overall custodial activities and work schedules to ensure effective and efficient operations and compliance with standards and contracts.
Investigates new, safer, and more time efficient and cost-effective cleaning supplies, equipment, methods, and procedures; recommends and implements the same.
Oversees custodial contracts, monitors fund balances and ensures adherence to contract terms, work schedules, and satisfactory completion of projects.
Prepares and maintains records and reports relating to personnel, supplies, equipment, and work performed; compiles cost data on supplies and equipment; orders supplies, and equipment based on needs and funding; and oversees inventory of supplies and equipment.
Communicates effectively with other unit staff, contractors and vendors to coordinate projects, resolve problems and complaints, compile cost data and purchase supplies and equipment.

Custodial Superintendent II

This is the second level of custodial superintendent work. This level is distinguished from previous levels by planning, directing, managing, and evaluating regional or county-wide custodial operations including multiple and diverse facilities through supervisory staff that directly report to this class. Scope of custodial work administered includes supervising over 50 merit full-time positions.

Receives minimal supervision from a technical supervisor or higher; the supervisor defines objectives, priorities, and deadlines and assists the employee with unusual situations.
Supervises two or more merit full-time positions in this Custodial Services class series directly and through Custodial Supervisor II and Custodial Supervisor I staff. The elements of supervision include performing the following on a regular and continuing basis: planning, assigning, reviewing, evaluating, coaching, training, disciplining, and recommending hire, termination, and promotion.
Directs the custodial operations of a county or region including multiple state facilities.
Oversees the coordination of diverse custodial services such as custodial, laundry, and warehouse functions.
Ensures all housekeeping inventory is maintained and coordinates deliveries of inventory across multiple facilities; oversees the use of specialized equipment such as a box truck and pallet jack to move materials.
Develops policies, procedures, and training to improve compliance and quality of services.
Plans, develops, and manages custodial budget of large-scale custodial operations and projects.

Note: Employees are not required to be proficient in the KSAs listed in this section at entry, but within six months to one year of performing work as described in each level of work.

Knowledge of applicable state and federal laws, rules, regulations, standards, policies, and procedures promoting safety and health of clients, visitors, property, or institutions.
Knowledge of custodial materials, methods and practices.

In addition to the above Knowledge, Skills and Abilities, the Custodial Supervisor I requires:

Knowledge of the principles and practices of supervision.
Knowledge of basic recordkeeping and report writing.
Ability to set shift priorities, performance standards, and monitor outcomes.

In addition to the above Knowledge, Skills and Abilities, the Custodial Supervisor II requires:

Knowledge of department policies and procedures regarding personnel, supply and equipment, and custodial work.
Knowledge of recordkeeping, report writing, supply, and inventory practices.
Skill in staff supervision.
Ability to coordinate and plan for effective use of equipment, supplies, and personnel.
Ability to resolve problems and complaints.

In addition to the above Knowledge, Skills and Abilities, the Custodial Superintendent requires:

Knowledge of principles and practices of planning, organizing and general administration.
Ability to plan and direct custodial operations including determining work priorities.

In addition to the above Knowledge, Skills and Abilities, the Custodial Superintendent II requires:

Knowledge of the principals and practices of management.
Skill in overseeing and directing the custodial operations of multiple, large-scale facilities.
Skill in developing and managing budgets and contracts.
Skill in developing policies and procedures to maintain compliance and improve operations.
Ability to review custodial operations and make recommendations for improvements.

Job Requirements

JOB REQUIREMENTS for Custodial Supervisor I
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

Six months' experience in performing institutional or office custodial work.
Knowledge of record keeping.
Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
