The class incumbent is responsible for developing, coordinating, managing, directing, implementing and administering the statewide prison industries program.
Supervises a staff of 19 professional, trades, and clerical employees directly and through subordinate supervisors.
Responsible for annual budget of 1.6 million.
Responsible for 45 contracts.
Nature and Scope
This class reports to an administrative supervisor. The incumbent is responsible for managing, planning, implementing, coordinating, and directing Prison Industries. The class incumbent directs the programming and evaluating processes to improve operations through modification, expansion, additions, and deletions. The Prison Industry program consists of all revenue producing industrial workshops. A major portion of the assignments involve planning and organizing in order to manage diverse interrelated functional support areas, such as fiscal administration, personnel, budget, purchasing, facilities, fleet, and contract administration. Principal contacts are with other key management and supervisory personnel within the Department of Correction, private industry, law enforcement agencies and other state agency officials. A significant aspect of work involves promoting the sale and marketing of Prison Industry products.
Essential Functions

Develops and directs the operations of the prison industries program. Monitors, evaluates and analyzes these and other programs, procedures and the delivery of services provided by agency staff through special studies, interaction with employees and contractors, and progress and statistical reports.
Researches, evaluates and develops new markets for existing products and new products for existing markets.
Coordinates and administers logistical plans and procedures in obtaining supplies and providing for transportation, routing and marketing of products and services.
Provides direct administrative support to the Bureau Chief in reviewing, analyzing and developing recommended operational changes, programs, short and long-range plans and goals, including cost/benefit analysis justifying operational and capital improvement budget needs and requirements. Participates in fair labor practices.
Interprets designs for facilities, shop layouts and products, and reading, understanding and developing specifications.
Conducts statistical analysis of programs to evaluate effectiveness in meeting apprenticeship and vocational training goals and standards.
Directs and coordinates the development and implementation of occupational safety and health measures into prison industries and other programs.
Directs the work of staff engaged in supervising participants in the prison industries program and maintains liaison with correctional industries associations and others concerned with furthering the goals of the program.
Negotiates and writes contracts; recommends and justifies programs content, costs and selected contractor; develops and implements new and revised policies and procedures and coordinates agreements with affected agencies.

Job Requirements
JOB REQUIREMENTS for Prison Industries Director Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Six months experience in business management which includes running a business, marketing, advertising, identifying markets, analyzing and developing business opportunities to maximize return on investment in areas such as new and existing technologies to improve services, increase revenue or enhance cost effectiveness.
Six months experience in financial administration such as comprehensive analysis of programs, budgets, projects, services, alternatives, and costs; financial planning, revenue generation, revenue forecasting, expenditure forecasting, cash flow management and establishing internal control.
Six months experience in budget administration which includes managing, developing, analyzing and implementing budgets; developing strategic plans and establishing internal control.
Six months experience in developing policies and procedures.
Six months experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.
