This class is responsible for conducting boiler, pressure vessel and nuclear installation compliance/inspection work and leading comprehensive manufacturer's reviews to insure the public from loss of life, limb and/or property from an accident.
Nature and Scope
The class incumbents report to the Division Director of Boiler Safety and act on his/her behalf in his absence. This class has the responsibility to enforce the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code, the National Boards Regulations and the Delaware Code as it pertains to boiler safety, pressure vessel safety and nuclear installations safety through its inspection programs. Inspections are performed during construction, initial installation and operation. Incumbents in this class are team leaders overseeing manufacturer's reviews by determining material to review, providing technical expertise to team members, informing manufacturer of violations and preparing reports to ASME with findings, recommendations and follow-up inspections. The incumbents work with the State Fire Marshal in the investigation of any boiler, pressure vessel or nuclear installation fire plus an explosion. The incumbents also have frequent contact with Special Inspectors (insurance company, boiler, pressure vessel and nuclear installations inspectors) electrical inspectors, plumbing inspectors, building inspectors, contractors, manufacturer's, state/local police, plant personnel/owners and the public. In addition, an error in judgment could result in the loss of life, limb, property and revenue.
Essential Functions

Promotes and enforces applicable laws, rules and regulations to protect the public from loss of life, limb and/or property from a boiler, pressure vessel and nuclear installation explosion through construction (assembly at such plants as General Foods, General Motors, and DuPont), initial installation and annual/bi-annual inspections to determine that the boiler operator/installer has a valid license and equipment has been constructed and installed properly and is being operated in a safe manner.
Investigates all boiler, pressure vessel and nuclear installation accidents/explosions to determine cause and use findings to institute corrective procedures to avoid future occurrences.
Monitors inspections performed by Special Inspectors by periodically spot checking for certification and possible violations.
Reports violations to the Director and to the equipment owner with follow-up inspections until violations have been corrected.
Directs the owners of the equipment in determining the type of materials and the methods of repair necessary to correct any violations of the Codes. Oversees these repairs and verifies that the repair firm is competent to perform such repairs and is in compliance with standards.
Prosecutes non-complying owners by filing complaints in court and appearing in court as a witness for the State.
Educates the public regarding equipment and installation through teaching courses on boiler safety and through constant contact in the field.
Leads a team of Deputy and Special Inspectors in manufacturer's review to determine their competency and compliance with standards; coordinates and performs on-site team reviews which include shop inspection, demonstration, reviewing testing specialist and manufacturer's procedural manuals, files, etc.; provides technical expertise to team members; informs manufacturer's of violations and corrective measures; prepares and submits initial and follow-up inspection reports with findings, action and recommendations to ASME without Director's approval.
Participates in the certification of Special Inspectors (insurance company boiler, pressure vessel and nuclear installations inspectors) by providing clarification, proctoring and scoring the National Board Test for a Delaware Certificate of Competence.
Evaluates boiler operator/installer initial and renewal applications to determine eligibility and level of testing; assists Director with creating/revising examinations.
Knowledge, Skills and Abilities

Knowledge of applicable laws, rules and regulations pertaining to the fabrication, installation, inspection and repair of boilers, pressure vessels and nuclear installations.
Knowledge of the operations and functions of all boiler, pressure vessels and nuclear installations auxiliary equipment and safety appliances.
Knowledge of all non-destructive testing used in the fabrication and repair of boilers, pressure vessels and nuclear installations such as radiography, ultra-sonic thickness testing and weld evaluation, magnetic partical testing, vibration analysis hydrostatic testing, etc.
Knowledge of charpy and dead weight testing used in the fabrication of boilers.
Knowledge of the methods and techniques of repair on a boiler, pressure vessel or nuclear installation
Knowledge of welding procedures, specifications and qualifications; fuel and compensation characteristics; fuel and water treatment, air conditioning/refrigeration, plumbing, electrical and general building construction.
Knowledge of the characteristics of materials used in the design of boilers.
Skill in reading, interpreting and applying non-destructive, charpy and dead weight testing results.
Ability to perform mathematical calculations to determine structural soundness and safe operative limits of vessels.
Ability to read and interpret blueprints.
Ability to plan, assign, review and evaluate the work of Inspectors when conducting manufacturer's reviews.
Ability to communicate effectively in oral and written form.
Ability to evaluate, interpret and apply data to the manufacturer's operation and make sound conclusions.
Ability to establish and maintain effective working relationships with Deputy Inspectors, outside inspectors, state agency personnel, contractors, manufacturers', plant personnel/owners and the public.
Job Requirements
JOB REQUIREMENTS for Senior Deputy Boiler Inspector
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Possession of a High School Diploma or equivalent.
One year technical experience associated with boilers and pressure vessels in any of the following areas: 1) engineering or design review; OR 2)fabrication in a shop or field; OR 3) operating boilers exceeding 50,000 pounds of steam per hour; OR 4) repairing, manufacturing, or altering boilers/pressure vessel systems; OR 5) implementing quality control system; OR 6) inspection.
Knowledge of interpreting blueprints, schematics or technical drawings.
Knowledge of interpreting non-destructive, charpy v-notch, and dead weight materials testing.
Knowledge of interpreting laws, rules, regulations, standards, policies, and procedures related to boilers and pressure vessels.
Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).
