This class is responsible for planning, developing and managing the statewide Indoor Air Quality Program, Underground Storage Tank Program and Asbestos Abatement Program.
Nature and Scope
The incumbent reports to an administrative superior and is responsible for developing and managing the indoor air quality program, underground storage tank program and asbestos program to establish standards to minimize contaminants within State-owned and leased facilities/property. The incumbent conducts complicated and technical investigations through data collection and research analysis to assess and evaluate health hazards and implement proper control and remedial measures. Work includes collecting samples of dust, gases, vapors, microbiological contaminants, carcinogens, air borne blood pathogens, temperature, noise and other potential toxic materials for analysis and investigating the adequacy of ventilation, equipment, materials and other conditions which may affect employees health, comfort or efficiency. Work also involves the negotiation of agreements for professional services and includes the review and approval of contracts, plans and specifications for environmental mitigation. The class incumbent provides technical guidance to management, labor organizations, governmental agencies and civic groups regarding indoor air quality, industrial hygiene, asbestos and health related problems as well as participating in training to instruct employees in matters pertaining to their work areas.

Plans, develops and implements the statewide Indoor Air Quality Program, Underground Storage Tank Program and Asbestos Program which includes asbestos abatement licensing.
Plans, assigns, reviews and evaluates the work of professional, administrative, and contractual employees.
Oversees the contractual work performed by professional service firms to ensure compliance of contract specifications.
Investigates and recommends corrective action to determine the need for negotiated agreements for professional services.
Reviews and approves contracts, plans and specifications for environmental mitigation and provides consultation services to outside agencies on environmental issues.
Reviews and recommends change orders.
Drafts laws, rules, regulations, standards and procedures pertaining to programs.
Conducts investigations including industrial hygiene surveys and on site facility inspections for all environmental mitigation, health risk assessments in occupational and/or residential settings to ensure compliance with all federal and State regulations and standards and to determine the occurrence of disease or injury.
Recommends strategic plan initiatives and budgetary recommendations.
Conducts training with DAS and other State agency employees to coordinate a complaint process and disseminate information.
Coordinates and consults with other DAS professional to incorporate asbestos, underground storage tank and indoor air quality standards in statewide construction projects and purchasing of environmentally friendly products.
Assess health hazards by interpreting scientific and technical data, evaluating information, projecting long and short term objectives and evaluating effectiveness of control measures.
Approves asbestos applications for licensing submitted by contractors, professional service firms and training providers and recommends to Division Director issuance of license.
May present expert testimony in court cases and other administrative proceedings involving environmental violations.
Gives presentations before interest groups, departments, schools and other interested parties upon request regarding occupational health and safety, indoor air quality, asbestos and industrial hygiene.
Maintains a variety of records such as investigative findings and recommendations and prepares activity and project status reports.

Job Requirements
JOB REQUIREMENTS for Indoor Air Quality Program Manager Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Three years experience in interpreting environmental and occupational safety and health laws, rules, regulations, standards, policies and procedures.
Six months experience in program administration such as overseeing and directing the development, implementation and evaluation of programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
Six months experience in contract administration which includes overseeing the development and negotiation of contracts and bid specifications; managing bid openings; awarding and executing contracts.
Six months experience in collecting samples of dust, gases, vapors, contaminants, carcinogens, air borne blood pathogens, temperature, noise or other potential toxic materials.
