This class is responsible for promoting, monitoring and evaluating the Delaware Workplace Safety Program. An incumbent in this class coordinates the processes for an employer to participate in the program and monitors the quality of the program.
Nature and Scope
A class incumbent reports to an administrative superior. Responsibilities include assigning/notifying safety inspectors to scheduled inspections; notifies employers, insurance industry and the Delaware Compensation Rating Bureau of inspection results. A Program Coordinator periodically accompanies inspectors on inspections for quality assurance purposes. An incumbent is responsible for maintaining follow-up and tracking of inspections to ensure required timeframes are met. Conducts hearings to resolve appeals of the inspection results and recommends corrective action based upon findings. Additional duties include preparing reports and responding to inquiries regarding program participation.

Develops program eligibility questionnaires and related promotional/informational materials regarding the program policy and procedures, fees and requirements.
Evaluates and recommends program policies, procedures and operational changes.
Maintains employer inspection schedules to ensure inspections are completed within required timeframe; assigns/notifies safety inspectors to scheduled inspections.
Reviews inspection report results; notifies employers, insurance industry and the Delaware Compensation Rating Bureau of inspection results.
Oversees staff, plans, assigns, reviews, and evaluates the work of subordinate personnel including inspectors outside of the Department; periodically accompanies inspectors on worksite inspections for quality assurance purposes.
Regular contacts are with inspectors, insurance industry and Delaware Compensation Rating Bureau; explains policies, procedures and program requirements to the general public.
Arbitrates hearings between inspectors, insurance industry and employers; makes decision based upon findings.
Prepares invoices, reviews check receipt lists, and credits accounts for payment; ensures availability of funds.

Knowledge of the methods and techniques for conducting hearings.
Ability to read, understand and explain rules, regulations, policies and procedures.

Job Requirements
JOB REQUIREMENTS for Workplace Safety Program Coordinator Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Six months experience in program evaluation such as evaluating programs and services to identify problems, determine compliance and evaluate the effectiveness and efficiency to ensure program goals and overall objectives are met.
Six months experience in recommending alternatives, improvements, courses of action and other changes based on findings.
Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
Six months experience in narrative report writing.
