Summary Statement

Employees in this class provide technical expertise, oversight, and supervision of the Occupational Safety and Health Administration (OSHA) voluntary consultation program, as well as Bureau of Labor Statistics (BLS) work.  A significant aspect of work includes ensuring compliance of cases and surveys with federal labor standards to protect workers, educate employers, eliminate unsafe work practices, remove barriers to equal opportunity in employment, and deliver benefits to qualified clients.  In addition, employees ensure the proper training and development of staff, and that program and service goals and objectives are met.

Nature and Scope

An employee receives minimal supervision from a technical supervisor; the supervisor defines objectives, priorities, and deadlines and assists employees with unusual situations.  Work involves independently supervising employees that provide voluntary consultation services, including on-site health and safety inspections, to Delaware private employers that promote a safe and healthy workplace and ensure compliance with occupational safety and health laws, rules, and regulations.  Employees are responsible for program performance, researching and resolving escalated issues, inquiries, and challenges, as well as ensuring proper training and development of staff.  Employees also participate in the development, implementation, and evaluation of programs and associated budgets, operations, policies, and procedures.  Contacts are with agency staff, employers, employees, state and federal agencies, and the public to explain complex recommendations and identify and resolve the most complex issues, risks, and challenges.
