Description of Occupational Work

Employees in this class series perform federally mandated quality control reviews of public assistance programs such as the Supplemental Nutrition Assistance Program (SNAP) to ensure accuracy and compliance with eligibility and benefits determinations. Primary work involves providing third-party reviews of sampled statewide public assistance cases and identifying error reduction strategies and improvements.

Employees apply in-depth knowledge of applicable program requirements, state and federal laws, rules, regulations, and quality control methods, as well as use discretion and independent judgment to perform quality control work. Work includes researching, compiling, and analyzing data gathered through case sampling and interviews, obtaining records and documents, verifying both household eligibility factors and benefits calculations, identifying errors/discrepancies, and recommending corrective action. Cases must be reviewed within mandated time frames. High error rates and failure to meet federal requirements may result in administrative penalties.

Essential Functions

  • Conducts reviews of case files, records, and supporting documentation to determine the accuracy of client eligibility factors and public assistance payments within prescribed timeframes using quality control methodology.
  • Interprets, explains, and ensures compliance with state or federal laws, rules, and regulations, approved waivers, as well as program requirements.
  • Researches, identifies and reviews relevant records or documents and conducts interviews of clients, which may include visiting residences, to obtain and clarify information.
  • Performs mathematical computations of income, resources, and expenses to determine the accuracy of benefits payments including re-calculation of regulatory formulas and household budgets; incorporates factors such as fluctuating earnings, child support, shelter costs, utilities, childcare/medical deductions, taxes, and insurance. 
  • Ensures data validity and evaluates program performance through a variety of quality control methods such as root cause analysis.
  • Identifies factors that cause or contribute to errors, discrepancies, and non-compliance and makes recommendations for corrective action and improvements based on findings.
  • Prepares and submits program reports that clearly and accurately document findings, supporting facts, and actions taken.
  • Completes continuing education to remain current on quality assurance standards, methods, techniques, and best practices in assigned public assistance programs.
  • Uses automated information systems and computer software to research, review, analyze, document, and report on public assistance case information.
  • Issues recommendations from reviewed cases for future error reduction strategies and improvements to program integrity and escalates cases of suspected fraud.
  • Attends fair hearings as needed, testifying to explain findings and calculations of reviewed cases. 
  • Communicates and interacts effectively with people across cultures, ranges of ability, genders, ethnicities, ages, and races.
  • Performs related work as required.

Levels of Work

The level of work for a State Quality Control Reviewer progresses based on an employee’s independence, size and scope of responsibilities, complexity of duties, decisions made and required experience.

State Quality Control Reviewer I
This is experienced quality control work performing federally mandated reviews of public assistance programs to ensure accuracy and compliance. Employees independently perform the full range of Essential Functions under general supervision. A significant aspect of the work involves the interpretation and application of program rules and the mathematical calculation of related formulas and factors. Emphasis is placed on the accuracy and decisions of first-level reviewers to avoid federal monetary sanctions; work is subject to federal subsample audit.

  • Receives general supervision from a technical or administrative supervisor; the supervisor provides general direction on all assignments, and regular review of progress, accuracy, and quality of work. Supervisory advice or assistance is provided as needed.
  • Plans and manages caseloads and identifies program, state, and federal laws, rules, and regulations applicable to each case.
  • Selects appropriate quality control methods while ensuring compliance with federally mandated timeframes and requirements.
  • Performs first level reviews from case initiation through to determining appropriate case action which includes independently analyzing each case, evaluating accuracy and compliance, and making recommendations on appropriate action.   
  • Independently conducts research and analysis of assigned cases to identify errors and discrepancies; resolves inconsistencies in case data by investigating sources of errors and determining which data to use.
  • Ensures supervisors and managers are informed on the status, challenges, and concerns of assigned cases.
  • Communicates effectively with other state agencies, collateral contacts, and clients to gather, evaluate, and provide information, technical guidance, advice, and direction.

State Quality Control Reviewer II
This is lead level quality control work performing federally mandated reviews of public assistance programs to ensure accuracy and compliance. In addition to work performed at the State Quality Control Reviewer I level, employees independently perform complex work with minimal supervision.  Work requires an in-depth, thorough understanding of performing first level case reviews.  Examples of factors contributing to complexity include the volume and breadth of governing statutes and regulations, and the nature of the program type or review issues presented, such as those requiring extensive research, testing, or sampling, those that are atypical, new, or involve substantial dollar amounts or significant non-compliance.

  • Receives minimal supervision from a technical or administrative supervisor; the supervisor defines objectives, priorities, and deadlines and assists the employee with unusual situations.
  • Performs second level reviews to determine the appropriateness of recommendations made by staff on case action and makes corrections or other changes prior to submission.  
  • Provides technical guidance and consultation to staff and clients, explaining the relevant application of compliance laws, rules and regulations, reasons for a review, and resulting corrections, adjustments, or assessments.
  • Assists with workloads by performing expedited first level reviews.
  • Identifies and documents patterns of errors, ensuring the correct benefit amounts are determined and documents discrepancies or variances. 
  • Assists management with unit data collection and analysis, completes departmental tracking forms, and provides detailed reports to management on trends, errors, and program performance.
  • Leads paraprofessional, professional, or administrative support staff by assigning, monitoring, and reviewing work and providing on-the-job training, technical guidance, and direction.
  • Communicates effectively with other state agencies, collateral contacts, and clients to identify and resolve needs, requirements, issues, and challenges.

State Quality Control Supervisor
This level supervises quality control work and oversees the accuracy of statewide public assistance case record information and determinations.  In addition to work performed at the State Quality Control Reviewer II level, employees supervise one or more compliance function(s), research and resolve escalated issues, and ensure the accuracy of determinations made by staff to avoid federal monetary sanctions.

  • Receives general direction and guidance from a technical or administrative supervisor in terms of broad goals and objectives; the employee establishes the methods for achieving goals and objectives and supervises daily operations.
  • Supervises two or more merit full-time positions. The elements of supervision include performing the following on a regular and continuing basis: planning, assigning, reviewing, evaluating, coaching, training, disciplining, and recommending hire, termination, and promotion.
  • Oversees research, analysis and recommendations made by staff, ensuring appropriate, consistent, and compliant determinations on case action; makes decisions on complex or unusual cases (highest level of non-managerial expertise).
  • Monitors report processing, the establishment of the validity of error determinations, and analyzes data on error rates; prepares reports on errors and causes and makes recommendations on solutions.
  • Prepares responses to federal regulatory agencies in defense of the State’s position on program payments, participates in corrective action planning to address results of reviews, and refers cases of fraud to appropriate enforcement entities.
  • Creates partnerships with state agencies to provide additional services such as non-quality control case reviews, consulting, training, and recommending more efficient methods or procedures.
  • Attends a variety of meetings to update and exchange information, clarify problem areas, and discuss solutions to public assistance problems and challenges.  
  • Trains and develops new employees; provides training updates for unit staff and others.
  • Communicates effectively with leadership, other state agencies, collateral contacts, and clients to ensure compliance and efficiency of operations supervised and to resolve complex or unusual challenges.

State Quality Control Manager
This level manages quality control operations at the department level. Work is distinguished from previous levels by managing the Department’s corrective action processes involving millions of dollars in misspent funds and directing the work of the Quality Control Unit.

  • Receives general direction and guidance from an administrative supervisor or higher in terms of broad goals and objectives; the employee establishes the methods for achieving goals and objectives and manages daily operations.
  • Supervises two or more merit full-time positions, at least one of which must be at the supervisor level of this series.  The elements of supervision include performing the following on a regular and continuing basis: planning, assigning, reviewing, evaluating, coaching, training, disciplining, and recommending hire, termination, and promotion.  
  • Manages resources allotted to the Quality Control Unit, and develops performance standards, operating policies, and procedures in conformance with goals, objectives, and federal mandates, and ensures strict deadlines are met.
  • Oversees the research, development, implementation, and evaluation of program performance, client services, risk, eligibility, and payment accuracy.
  • Represents the State as a Subject Matter Expert for the assigned program compliance area at meetings, presentations, proceedings, and committees, resolves complex program compliance issues in accordance with best practices; and informs the Cabinet Secretary of priority issues.
  • Develops corrective action plans for public assistance programs, creates program sampling plans, and coordinates related program activities such as grant application evaluations and state plan amendments.
  • Chairs or participates in meetings to examine and inform agencies of error rates and develop corrective action plans, ensuring that the national quality control process is equitable, efficient, and effective.
  • Directs state agencies to terminate or modify benefits.
  • Responds to federal regulatory agencies defending the state's position on program payment and notifies federal and state agencies of review results and releases cases.
  • Communicates effectively with state, federal, and county agencies, organizations, or others to make decisions on complex challenges, provide policy direction, and ensure all business needs and objectives are met.

Job Requirements

JOB REQUIREMENTS for State Quality Control Supervisor
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
  1. Three years’ experience in quality improvement such as evaluating the quality of services, identifying problems and needs, and recommending corrective action and improvements to ensure optimum service delivery, goals, and objectives are met, and in compliance with applicable laws, rules, regulations, and standards.
  2. Three years 'experience in researching, compiling, and analyzing data to make recommendations for continuation or changes to operations, programs, services, policies or procedures based on findings.  
  3. Two years' experience in determining compliance with laws, rules, regulations, standards, policies, and procedures.
  4. Coursework, training, and/or work experience in staff supervision which may include performing as a lead worker overseeing the work of others.
