An incumbent in this class is responsible for overseeing the fiscal operations and quality improvement program of the statewide emergency medical services and paramedic program.
Nature and Scope
A class incumbent works under the general supervision of the Paramedic Administrator and is responsible for monitoring the program's fiscal operations and planning, developing, monitoring and evaluating quality improvement program for emergency medical services and paramedic system. Work includes coordinating fiscal and continuous quality improvement components of contractual agreements with the three counties for provision of statewide paramedic services; developing policies, standards and evaluation methods relative to the fiscal management and continuous quality improvement programs, in all three counties. The incumbent will assist in the development of other contracts associated with the delivery of emergency medical services within the State. Typical contracts are with other state agencies, federal and local governments, paramedic training centers, agencies involved in emergency health care provision and fire service providers of basic life support.

Prepares and maintains budget for the statewide paramedic program through coordination with county paramedic programs and two training centers.
Makes recommendations concerning grant applications or requests for additional funding for paramedic and emergency medical services.
Develops and implements a quality improvement program to ensure consistent effectiveness of services and to identify deficiencies within the statewide paramedic and emergency medical services system.
Conducts periodic inspections of facilities to verify certification of all employed paramedics.
Coordinates and attends meetings between the Office of Paramedic and Emergency Medical Services Administration, county paramedic administrators, statewide and local emergency medical service agencies to review budgetary matters, quality improvement and special projects and programs.
Prepares fiscal, program and quality improvement reports.

Job Requirements
JOB REQUIREMENTS for Paramedic Program Analyst
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Possession of a Certified Medical Emergency Technician, Paramedic or Licensed Nurse.
Possession of an Advanced Cardiac Life Support (ACLS) certificate.
Possession of a Cardiopulmonary Resuscitation (CPR) certificate.
Six months experience in emergency medical services.
Six months experience in program monitoring such as monitoring program activities and recommending alternatives, improvements, courses of action and other changes based on findings.
Six months experience in narrative report writing.
Knowledge of budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
