The class incumbent reports to an administrative superior and is responsible for the design implementation and ongoing evaluation of the environmental safety or clinical risk management program at a state healthcare facility. These programs may include risk management, infection control, patient injuries, allegations of patient abuse, unexpected adverse events, hazardous waste control and patient, staff and visitor safety. Work includes developing and implementing risk assessment activities and developing and monitoring corrective action plans. The incumbent is responsible for the regular review of incident reports involving risk and safety management and investigation of serious problems as needed. An incumbent may be responsible for the development and implementation of the facility disaster management plan.

Designs, implements and evaluates program including risk management, unexpected adverse events, hazardous waste control and patient, staff and visitor safety.
Reviews incident reports to determine extent of risk and safety management factors.
Investigates or coordinates investigations and prepares report of findings and corrective action needed.
Coordinates safety and risk management programs with the Quality Assurance section to insure compliance with accreditation standards and other regulatory requirements pertaining to safety and risk management.
Works with facility managers and supervisors to insure the implementation of corrective action plans. Monitors and follows up on corrective action.

Knowledge of risk management, infection control and safety standards and practices for a state hospital or facility.
Knowledge of accreditation, regulatory and Medicaid safety standards.
Knowledge of disaster planning techniques.
Skill in investigating safety and violations.
Ability to design, implement and evaluate environmental and safety programs
Ability to develop disaster management plans for the facility.
Ability to develop corrective action plans for safety violations.
Ability to communicate effectively both orally and in writing.
Ability to prepare reports of findings and recommend action.
Ability to establish and maintain effective working relationships with managers, supervisors, staff and local and state government disaster planning personnel.
Job Requirements
JOB REQUIREMENTS for Risk Management Safety Officer Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Six months experience in program design, implementation and monitoring of compliance for regulatory and accreditation standards.
Six months experience in descriptive statistics such as the mean, median, mode or standard deviation.
Additional Job Requirements for Department of Human Resources and Department of Correction:
Six months experience in facility environmental safety risk management programs.
Additional Job Requirements for Department of Health and Social Services:
Six months experience in facility clinical risk management programs.
Additional Job Requirements for Department of Transportation:
Six months experience in risk management which includes assessing and monitoring standards to ensure compliance and investigating potential risks.
