Summary Statement

A class incumbent supervises the planning, development, monitoring and evaluation of programs for children and families.

  • Supervises a staff of 2-10 professional, paraprofessional and clerical employees.

Nature and Scope

An incumbent functions under the direction of an administrative superior. Incumbents are typically responsible for overseeing the development, evaluation, monitoring and implementation of programs in one or more of the following areas:  adolescent prevention, youth or child prevention, grants/contracts and program monitoring.  An incumbent oversees the monitoring of inter-state, interstate and community based programs to insure compliance with overall program objectives and delivery of high quality services to meet the needs of targeted populations. Incumbents direct the preparation of RFP's, review program proposals and negotiate contracts with service providers. A class incumbent oversees and provides guidance in the development of monitoring tools, evaluation criteria and overall program objectives. An incumbent drafts new policy in order to improve service delivery or proposed legislation based on documented needs and/or identified service gaps. An incumbent reviews reports, position papers and results of outcome related studies in order to identify service gaps, unmet needs and/or program success. An employee also reviews corrective action plans developed by staff in order to determine if proposed program or service delivery changes are within the budgetary constraints of the service providers and may direct staff in the modification of such plans. Incumbents are responsible for coordinating special departmental projects and for overseeing divisional, departmental or statewide committees or task forces.

  • Plans, directs and evaluates the work of staff.
     
  • Resolves complex problems or disputes in the delivery of services by contractors; Directs the implementation of corrective action plans.
     
  • Reviews RFP's developed by staff; Recommends selection of provider best qualified to deliver required services; Negotiates contracts with service providers.
     
  • Coordinates program development activities with other sections to ensure effective delivery of services to children and families.
     
  • Analyzes monitoring, control or evaluation systems developed by staff; Directs staff in revision to correct deficiencies or in the design of new systems to ensure accuracy.
     
  • Prepares program budget requests to include resources allocation and programmatic justification for such requests.
     
  • Chairs and/or participates on committees and task forces studying issues of departmental concern.
     
  • Develops policies, operating procedures and drafts proposed legislation.
     
  • Prepares analytical reports, position papers and planning documents regarding services to children and families.

Job Requirements

JOB REQUIREMENTS for Family Services Program Support Supervisor
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher in Behavioral or Social Science or related field.
  2. Three years experience in health or human services work such as applying theories, principles, laws and practices of health or human services programs and services that assist with and improve life for individuals, families, or communities such as financial support, employment, unemployment, housing, health care, disease prevention, substance abuse, child protective services, physical/mental health treatment and prevention or rehabilitation. 
  3. Six months experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation. 
  4. Six months experience in developing policies and procedures.
  5. Six months experience in narrative report writing. 
  6. Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
  7. Knowledge of contract management and control such as ensuring compliance with terms of contracts; negotiating changes to existing contracts. 
  8. Knowledge of grant management and control which includes monitoring and evaluating grant expenditures.
