An incumbent reports to a Division Director and is responsible for managing the operations of a major social services program. The work of this class is differentiated from the lower level in the series by the size and resulting complexity of the organization managed. Work includes developing and implementing operating policies and procedures within the framework of departmental/divisional goals and objective. An incumbent is responsible for overseeing program implementation and for directing the resolution of service delivery problems. An employee at this level functions as a member of the senior management team studying statewide needs and issues. A significant aspect of the work involves frequent contact with program development managers, other state and community private providers. In addition, an incumbent is responsible for overseeing any contractual agreements obtained to provide services to clients.

Manages and directs the activities and functions of a large, multifaceted social service program; Monitors service delivery and implements organizational changes necessary to achieve goals and objectives.
Develops and/or revises operating plans and procedures in accordance with overall departmental/divisional goals and objectives. Oversees the implementation of same. Ensures policies and procedures provide for effective delivery of services.
Plans, assigns, reviews, and evaluates the work of administrative staff responsible for effective delivery of services.
Participates as a member of senior management staff in examining statewide needs and issues.
Works closely with program development managers in the development, implementation and monitoring of new and/or revised service programs or delivery methods.
Works with other state, community or private social service providers to ensure quality services to clients.
Oversees support functions such as building maintenance, vehicle maintenance and supplies and equipment necessary for effective operations.

Job Requirements
JOB REQUIREMENTS for Social Services County Operations Manager II
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Possession of a Bachelors degree or higher in Behavioral or Social Science or related field.
Three years experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
Three years experience in ensuring compliance with laws, rules, regulations, standards, policies, and procedures.
Three years experience in developing policies and procedures.
Six months experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.
