The class incumbent is responsible for assisting in the administration of the Residential Services Program by planning, implementing, evaluating and supervising service delivery systems for residential and habilitative services in a residential facility for developmentally disabled clients.
Nature and Scope
The incumbent functions under the general direction of the Director of Residential Services and is involved in assisting in the overall administration of the Residential Services Department. The incumbent also directs several service delivery systems within the Residential Program which are the Program Evaluation Section and Therapy Services(i.e. recreation, speech, occupational, music and physical therapies. The incumbent develops facility wide procedures to ensure the provision of active treatment and that client needs are met, identifying and analyzing practices and procedures to improve client services and recommending corrective action. The incumbent represents the Residential Services Department on assigned committees, prepares departmental correspondence and directives, and acts in the absence of the Director of Residential Services.

Directs and manages the program evaluation staff in the provision of quality assurance monitoring of client programs.
Supervises professional staff who provide therapy services, including recreation, speech, occupational, music and physical therapies.
Assists the Director of Residential Services in the administration of other department planning, developing, implementing and evaluating service delivery systems.
Acts as consultant to program administrators and department heads, providing answers and solutions consistent with program/facility policies, procedures and goals/objects.
Acts in the absence of the Director of Residential Services.
Assures clients' needs are met by identifying and analyzing practices and procedures for change and revision.
Serves as a member of a variety of professional and administrative committees or groups.

Job Requirements
JOB REQUIREMENTS for Developmental Disabilities Assistant Director Residential Services Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Three years experience in health or human services work such as applying theories, principles, laws and practices of health or human services programs and services that assist with and improve life for individuals, families, or communities such as financial support, employment, unemployment, housing, health care, disease prevention, substance abuse, child protective services, physical/mental health treatment and prevention or rehabilitation.
Six months experience in interpreting rules, guidelines, standards, policies and procedures that govern the care of developmentally disabled persons.
Six months experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
Six months experience in developing policies and procedures.
Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
Knowledge of budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
