A class incumbent performs managerial level work in planning, organizing and directing the operation of professional services for a large state hospital, residential or long term care facility.
Nature and Scope
An incumbent reports to an administrator superior. An incumbent's primary function is to establish and review the overall goals, objectives and policies and direction for operation and coordination of professional services for a large state hospital, residential or long term care facility. An incumbent in this class is responsible for ensuring adherence to professional standards in the following departments: clinical (psychiatry), psychology, social services, therapy (occupational, recreation, rehabilitation and physical. An incumbent may also be responsible for managing other services such as the medical records department, medical library, nursing, residency program, pastoral counseling programs, staff development office, and some ancillary services. An incumbent oversees the establishment of clinical standards by each of the department directors and conducts periodic studies of the quality of programs. An incumbent in this class has administrative responsibility for these department directors (i.e. selection, performance evaluation and leave approval) but does not plan and assign daily work activities. Primary responsibility is to provide the necessary guidance, direction and coordination among the various departments to ensure the development of operating policies and professional standards which conform with operating policies and accreditation requirements. An incumbent establishes goals and directives for professional services which integrates each department's role and responsibilities. A significant aspect of the work involves coordination and consultation with the treatment services department to assure adequate staffing and delivery of services. An incumbent participates in departmental staff conferences and various committees, as part of the hospital management team, to ensure adherence to hospital objectives, federal requirements, and accreditation and licensure standards. In addition, incumbent serves in a consultative role to ensure that standards are developed and implemented.

Plans, organizes and directs the operation of professional services programs.
Establishes policies, goals and objectives by which professional services departments are provided; provide information and corrective action plans in response to licensing survey deficiencies.
Plans and organizes mechanisms to monitor and evaluate the quality and appropriateness of patient care and the clinical performance of all individuals with delineated clinical responsibilities.
Monitors peer review of medical staff as part of the basis for recommendations for continued membership on the medical staff and/or delineation of individual clinical responsibilities.
Establishes standards for credentials, reappointment, renewal, or revision of clinical privileges of the medical staff as described in the medical staff by laws and rules and/or approved by the health care facility governing body.
Serves in a consultative role by reviewing and evaluating program operations as practiced by professional staff in the treatment of patients; Coordinates and consults with the Treatment Services department to assure adequate professional staffing and delivery of professional services.
Manages professional services contracts.
Participates in a facility-wide quality assurance program; conducts periodic studies of the quality of professional programs and the adequacy in meeting current treatment needs of patients; identifies areas for process improvement and analyze indicators in relation to licensing standards.
Interprets policies and standards and resolves problems as they relate to the delivery of professional services; conducts periodic studies of the quality of professional programs and the adequacy in meeting current treatment needs of patients.
Participates on various committees, as part of the management team, as assigned by the facility director.
Prepares and oversees the preparation of reports regarding the operation of professional services departments.

Job Requirements
JOB REQUIREMENTS for Director of Professional Services Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Possession of a Bachelors degree or higher in Behavioral, Social or Health Science or related field.
Three years experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
Three years experience in strategic planning such as planning and mapping a path between the present and future usually for three to five years by determining key objectives, how to accomplish the key objectives, what strategies should be used, what activities would contribute to accomplishing the key objectives and developing performance measures to gauge and report progress or success.
Three years experience in developing policies and procedures.
Three years experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.
