Summary Statement

An incumbent in this class is responsible for directing the development, implementation, short and long term planning of statewide programs for the Division of Alcoholism, Drug Abuse and Mental Health.

  • Supervises 4-6 professional and clerical staff.

Nature and Scope

The incumbent directs statewide program development activities within the division and reports to the Director of the Division of Alcoholism, Drug Abuse and Mental Health. The incumbent oversees the development and implementation of state operated and contracted alcoholism, drug abuse and mental health institutional and community based programs. Work involves development of the divisions strategic and comprehensive state plans. The incumbent is responsible for developing short and long range budget projections. Additional responsibilities include overseeing preparation of grant applications, directing preparation of requests for proposals, reviewing contracts and agreements and evaluating service delivery. An incumbent in this class develops program standards and guidelines for new initiatives. A significant aspect of the work involves coordinating inter agency activities in the public and private sectors.

  • Plans and directs the development, implementation and modification of statewide alcoholism, drug abuse and mental health treatment services and prevention programs.
     
  • Develops the divisions' strategic and comprehensive state plans.
     
  • Prepares and oversees preparation of grant applications and supervises allocations and expenditures of grant budgets. 
     
  • Prepares and reviews RFP's and negotiates, prepares and reviews contracts and cooperative agreements.
     
  • Serves as division liaison with other agencies within the department and or the local and federal level.
     
  • Serves on special committees, task forces and advisory groups and provides technical assistance to public and private groups.
     
  • Prepares reports and oversees reporting functions of various programs and agencies in the division.
     
  • Supervises the work of professional and clerical staff.

  • Ability to establish and maintain effective working relationships with superiors, associates, and subordinates.

Job Requirements

JOB REQUIREMENTS for Manager Substance Abuse & Mental Health Program Plan. & Dev.
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Six months experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
  2. Three years experience in developing policies and procedures.
  3. Six months experience in budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
  4. Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
