A class incumbent is involved in social service administrative work participating in the development of policies, procedures, regulations and objectives for sectional, regional or statewide social service programs which include developing proposals, policies, procedures, regulations and/or specifications for contracted services, monitoring service provision and assuring that programs and services conform to State/Federal regulations.
Nature and Scope
A class incumbent functions under the direction of the Deputy Director or administrative supervisor, and is responsible for assisting in the development of new or revised program policies, procedures, regulations and objectives and/or recommending funding and funding levels. The Social Services Administrator may participate in development of grant proposals, policies, procedures, regulations and/or specifications for contracted services and monitoring the provision of services to clients for conformance to State/Federal regulations, error reduction and, as required, corrective action implementation. An incumbent can perform special projects on workload, staffing assignments, overtime requirements to workload and problem targeted areas, and may conduct fair hearings, render decisions based on gathered information and testify in court in support of decision. Work in this class includes serving as program consultant, coordinator and liaison; serving on committees, task forces, problem solving groups with other public/private agencies; studying existing or proposed services; addressing community organizations regarding assigned programs and the preparation of a variety of reports such as statistical analysis and program assessments.

Monitors, evaluates, collects and analyzes program data. Provides technical assistance and recommends course of action.
Prepares interpretative reports of program goals and objectives, provision of services and programs/services ability to meet standards and regulations.
Participates in developing policies, regulations, forms, proposal requests, implementing new procedures, monitors, develops, reviews, updates, negotiates contracts, and/or prepares grant applications.
Acts as liaison with operations' staff, State/Federal agencies and community organizations.
Analyzes problems, applies policy to problem situations, responds to requests for information and questions regarding services.
Assists as consultant, coordinator/liaison for special programs and/or projects.
Assesses impact of proposed rules on current operations financially and programmatically.
May supervise professional staff engaged in monitoring functions, special projects and/or clerical staff performing record keeping functions.
Knowledge, Skills and Abilities

Knowledge of research methods, statistics, evaluation design and qualitative program evaluation methods.

Knowledge of social, economic and health factors and the manner in which they affect the social behavior of individuals and families.
Skill in computer applications to evaluation research.
Skill in interpreting, analyzing, forecasting problem solving, evaluating and organizing.
Ability to establish and maintain effective working relationships with Federal regulatory personnel, staff, representatives for other service agencies, community organizations and associates.
Ability to elicit information, evaluate findings and recommend corrective action.
Ability to analyze current social, economic and health problems of different socio-economic groups and develop program/service to meet needs.
Job Requirements
JOB REQUIREMENTS for Social Service Administrator Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Three years experience in health or human services work such as applying theories, principles, laws and practices of health or human services programs and services that assist with and improve life for individuals, families, or communities such as financial support, employment, unemployment, housing, health care, disease prevention, substance abuse, child protective services, physical/mental health treatment and prevention or rehabilitation.
Six months experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
Six months experience in developing policies or procedures.
Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
Six months experience in narrative report writing.
