The class incumbent is responsible for managing and administering programs which provide case management for youth involved in the criminal justice system and the development and administration of contractual services to provide alternative placements and services for adjudicated delinquent youth.
Supervises a staff of 50-70 professional, paraprofessional and clerical staff.
Oversees 40-50 contracts
Manages a budget of $ 15,000,000 ($13,000,000 in contracts)
Nature and Scope
The class incumbent reports to the Director of Youth Rehabilitative Services. The incumbent is responsible for the planning, development and management of programs which provide options to incarceration for adjudicated/non-adjudicated delinquent youth and youths on probation/ parole. The class incumbent will be responsible for the identification, researching, negotiation and administration of contracts for needed services. In addition, the incumbent monitors and evaluates contractual services to ensure provision of quality services which meet the needs of client population. The class incumbent provides supervision to subordinate supervisors and coordinates, through the supervisors, the services offered by staff. Work also includes developing, recommending and managing the approved operating budget. The class incumbent has frequent contact with other state agencies, private agencies, community groups, etc. to discuss programs, contracts, need for services currently not available and to resolve problems or concerns.

Plans and develops programs to provide case management and alternatives to incarceration for delinquent youths involved in the Criminal Justice system.
Implements and operates programs.
Evaluates programs to ensure the delivery of quality services which meet the needs of clients.
Supervises and monitors performance of subordinate staff to ensure the delivery of quality services to youths.
Oversees the cost recovery effort for the division to ensure compliance with federal requirements.
Oversees the monitoring, evaluation, assessment and follow-up to ensure the implementation of needed corrective action.
Develops and recommends operating budget; monitors approved budget to ensure service delivery is provided in the most effective and efficient manner.
Works with other state agencies, private service agencies, community groups, etc. to explain program, obtain existing services, develop new programs and to resolve problems and/or concerns.

Job Requirements
JOB REQUIREMENTS for Youth Rehabilitation Community Services Program Administrator Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Possession of a Bachelors degree or higher in Behavioral or Social Science or related field.
Three years experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
Three years experience in developing policies and procedures.
Six months experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.
