This class series uses three levels of work in the Health and Human Services occupational group and Medical Services occupational series and describes work in the field of psychiatry performing psychiatric diagnosis and treatment. Positions in this series must have a valid license to practice as a Doctor of Medicine supplemented by completion of a recognized residency program in Psychiatry.

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.

• Conducts diagnostic interviews and physical examinations to ascertain the physical and mental state of the individual.
   
• Develops psychiatric diagnostic evaluations.
   
• Participates as a member of a treatment team comprised of nurses, psychologists and other care providers to develop appropriate treatment plan/discharge plans.
   
• Administers therapy in accordance with the treatment plan.
   
• Monitors care and progress of individuals and responses to treatment.
   
• Provides clinical direction to psychiatric residents and medical students.
   
• Provides expert testimony or prepares opinions for court.
   
• Contributes to research efforts.
   
• Maintains accurate medical records and prepares reports.

Psychiatrist I

This is the first level of psychiatric work responsible for performing the full range of essential functions under the direction of a board certified psychiatrist.

• Regular contacts are typically with relatives, case providers, medical professional and other interested parties to secure information needed for proper evaluation, diagnosis and treatment.

Psychiatrist II

This is the full performance level of psychiatric work.

• Independently determines appropriate method of treatment in psychiatric cases.
• Regular contacts are typically with relatives, case providers, medical professionals and other interested parties to secure information needed for proper evaluation, diagnosis and treatment.

Psychiatrist III

This is the advanced level of psychiatric work with certification as a psychiatrist by the American Board of Psychiatry and Neurology.

• Regular contacts are typically with relatives, case providers, medical professionals, and other interested parties to secure information needed for proper evaluation, diagnosis and treatment. 

Chief Psychiatrist

This class performs management level work and is responsible for the delivery of psychiatric services by providing leadership, direct patient care and oversight for the administration and delivery of psychiatric services.

• Supervision is exercised over at least two or more merit full time positions one of which must be in the psychiatrist series per the Merit Rules.  The elements of supervision include planning, assigning, reviewing, evaluating, coaching, training, recommending hire/fire and discipline.
• Develops, reviews, and monitors treatment plans and provides consultation on unusual or complex cases.  Provides direct care and clinical expertise/consultation to staff psychiatrists; direct staff and the delivery of services; determines medical eligibility for services; assess the value of services and researches new technologies and services.
• Develops and implements medical policies and procedures for psychiatric services; directs the focus of psychiatric care to eliminate service gaps and ensure that services are provided in an effective, quality sensitive and cost effective manner; represents the psychiatric department’s policies at internal and external meeting; participates in health education initiatives;
• Guides and monitors administrative issues, policy issues and issues concerning medical practice at the Delaware Psychiatric Center.
• Serves as a chairman or participates on various committees; represents the state at conferences and seminars. 
• Contacts include policy staff, staff nurses, medical consultants, physicians, pharmacists and laboratory staff for the purpose of providing technical guidance in carrying out psychiatric services; develops and maintains a network of contacts with various public and private health organizations to ensure the delivery of services.

• Skill in research methods and techniques.

In addition to the above knowledge, skills and abilities, the Chief Psychiatrist  requires:

• Knowledge of the principles and practices of health administration.
• Knowledge of supervisory principles and practices. 
• Skill in applying standards and federal standards, laws, rules, regulations governing quality assurance. 
• Ability to provide technical medical guidance and oversee the work of psychiatrists.
  

JOB REQUIREMENTS for Psychiatrist II
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

1. Possession of a Delaware Physician M.D. or Delaware Physician D.O. license or eligibility for a Delaware license.
2. Completed a recognized residency program in Psychiatry.
3. Six months experience in the practice of Psychiatry.
