This class series uses three levels in the Health and Human Services occupational group, Pastoral Services occupational series and describes work applying the principles, practices, standards, techniques, theories, and concepts of theology, ministering religious services, religious guidance and pastoral care to individuals and families at a state facility. 

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.  Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.

• Plans, coordinates, and conducts religious services according to expressed religious preference of a facility’s population, which may include a variety of religions and belief systems (i.e. Christianity, Islam, Judaism).
   
• Plans and schedules religious programs and instruction provided by community volunteers.
   
• Provides religious and spiritual counsel to individual and families on a regular basis and in time of crisis.
   
• Ensures moral and spiritual support on a consistent and emergency basis.
   
• Maximizes benefits of volunteer programs.
   
• Participates with other staff professionals to provide holistic care.

Chaplain I

This level performs the full range of essential functions.

Chaplain II

This level is responsible for supervising and participating in moral and spiritual support programs for individuals for an assigned state facility.

• Receives supervision from an administrative supervisor.
• Assesses and ensures that religious programs meet the spiritual needs of individuals.
• Ensures that the religious program is compatible with and complementary to other care and treatment programs and security requirements.
• Provides supervision, guidance and training for subordinate staff and volunteers.
• Advocates for volunteer programs and participates in program development and supervision.  

Manager of Chaplaincy Services

This level manages religious services across a department’s facilities statewide.  Work includes supervising and overseeing services provided by subordinate Chaplains, contractual staff and volunteer organizations as well as managing associated budgets and contracts on behalf of a department.

• Works with Department leadership to develop and implement statewide religious programs, services and strategies that encourage the spiritual health and well-being of both Department staff and facility populations; and develops related policies and procedures.
• Supervision is exercised over at least two or more merit full time positions per the Merit Rules, which includes supervising merit Chaplains. The elements of supervision include planning, assigning, reviewing, evaluating, coaching, training, recommending hire/fire and discipline.
• Provides advise, consultation and training to Chaplains, contractual staff and religious volunteers.
• Provides spiritual counsel, support and guidance to departmental staff of all faiths.
• Evaluates programs and services, conducts needs assessments to ensure quality of services provided and that the needs of both facility populations and department employees are met in compliance with facility, state and/or federal laws, rules, regulations, standards, policies and procedures, as well as accreditation standards. 
• Oversees and makes recommendations on moral and spiritual support and services to both staff and facility populations on complex issues such as crisis.
• Manages and develops volunteer programs.
• Prepares monthly reports as required by the department.
• Manages the department’s pastoral care budget and contracts and may also manage grants.
• Assists officials in making notifications to families of facility population or department employees related to serious incidents such as injury or death.

The intent of the listed knowledge, skills and abilities is to give a general indication of the core requirements for all positions in the class series; therefore, the KSA’s listed are not exhaustive or necessarily inclusive of the requirements of every position in the class.

• Knowledge of ecclesiastical theories and practices.
• Knowledge of principles, practices and techniques applicable to clinical and/or correctional pastoral work.
• Skill in dealing with stress and anti-social behavior.
• Ability to gain the confidence and cooperation of people suffering physical and emotional trauma and social alienation.
• Ability to plan, coordinate, conduct and/or supervise multiple activities often involving volunteer help.

In addition to the above knowledge, skills and abilities, the Chaplain II requires:

• Knowledge of theories of human development, of the causes of human behavior, and of interviewing techniques.
• Knowledge of the basic concepts and rituals of the world's major religions.
• Knowledge of the agency's goals and objectives.
• Knowledge of the agency's practices and policies.
• Skill in crisis intervention.
• Skill in identifying and mitigating diverse and/or conflicting views and priorities.
• Skill in guiding one-to-one and group spiritual sessions.
• Ability to develop and train subordinate personnel and volunteers to their fullest potential.
• Ability to communicate effectively with a variety of religious oriented organizations and individuals in the community.

In addition to the above knowledge, skills and abilities, the Manager of Chaplaincy Services requires:

• Knowledge of the principles and practices of supervision.
• Knowledge of pastoral best practices specific to the populations served.
• Knowledge of related department, state and federal laws, rules and regulations including accreditation standards.
• Knowledge of quality assurance methods and techniques.
• Knowledge of budget and contract management.
• Skill in planning, developing, coordinating and conducting religious and spiritual services.
• Skill in analyzing and making recommendations on programs and impact across multiple facilities across a department.
• Skill in establishing goals, objectives and priorities for projects in accordance with the Department's and State's overall mission.
• Ability to develop policies and procedures.

JOB REQUIREMENTS for Chaplain I
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

1. Possession of a Masters degree or higher in Divinity or related field.
2. Possession of an ecclesiastical endorsement by a recognized religious denomination and approval by that body for institutional ministry.
3. Knowledge of a clinical or institutional pastoral work.
