The class incumbent is responsible for serving as the facility's deputy director responsible for directing and overseeing program planning, quality assurance, risk management and safety, utilization review, medical records and library administration, staff and policy development.
Nature and Scope
The class incumbent reports to the Director of the Delaware Psychiatric Center. Through subordinate staff, the incumbent is responsible for directing the development, implementation and operation of quality assurance/improvement, risk management, safety, infection control and utilization review programs. The incumbent will serve as the facility's primary contact to external licensing and regulatory organizations regarding standards interpretation, survey preparation and follow-up and for administrative, legislative and constituent issues/concerns. A significant aspect of the work involves working with representatives from community hospitals, other public and private agencies and advocacy organizations for the purpose of improving service delivery and public relations.

Directs quality assurance, risk management and safety programs including development and dissemination of policies/procedures; directs long and short term strategic planning for facility's governing authority and executive committees; plan and coordinate the development of new programs or major procedural changes in program operations.
Directs and oversees the utilization review program to identify appropriate utilization of facility resources and monitor ongoing related initiatives.
Directs and oversees facility preparations for all external reviews conducted by licensing, certification and accrediting agencies; maintains communications with regulatory and accrediting agencies regarding changes in standards, strategic approaches and program compliance.
Directs the analysis, development/revision and presentation of strategic plans, performance improvement plans, the level of delivery of treatment and support services, the progress of monitoring programs and the level of compliance with regulations and accreditation standards.
Serves as the facility's primary contact for all labor relations issues.
Attends meetings, conferences, seminars and chairs committees concerning planning, quality assurance and labor management issues.
Serves as the lead contact with advocacy organizations, community hospitals, other state agencies and for administrative, legislative and constituent issues/concerns.

Job Requirements
JOB REQUIREMENTS for DPC Assistant Hospital Director Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Possession of a Bachelors degree or higher in Health Care Administration, Nursing, Business Administration, Public Administration, Behavioral Science or related field.
Three years experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
Three years experience in ensuring compliance with regulatory and accreditation standards for a psychiatric care facility.
Three years experience in quality improvement such as evaluating the quality of services, identifying problems and needs and recommending corrective action and improvements to ensure optimum service delivery, goals and objectives are met and ensure compliance with applicable laws, rules, regulations and standards.
Three years experience in developing policies and procedures.
