Summary Statement

The class incumbent is responsible for managing the State's comprehensive health planning program and for making regulatory decisions regarding the issuance or denial of the Certificate of Need required for the development of health facilities or services in the State.

  • Directs a staff of 10 supervisory, professional and clerical employees.

Nature and Scope

The class incumbent reports to the Director of Planning, Research and Evaluation and is responsible for planning, directing and coordinating the overall health planning program to include regulation of the development of new health care facilities, research, analysis and the development of the State Health Plan. Under the provisions of State law, the incumbent has the responsibility for the administration, including final regulatory decisions, of the Certificate of Need Program for the development of new health facilities and services. The work of this Bureau directly impacts all major health care facilities and services (public, private and non-profit) in the State. The incumbent is responsible for overseeing the review of proposals for health care facilities and services and the determination of the appropriateness of the request based on community need, cost, relationship to existing services, etc. The incumbent is also responsible for overseeing the research program in order to identify health shortage areas, medically underserved and/or special populations. In addition, the incumbent is also responsible for the State Revolving Fund Loan Program for the construction or modernization of needed health care facilities. The incumbent is also responsible for developing a Health Statistics Center to ensure the availability of quality and timely health status and health services utilization and expenditure data.

  • Oversees the implementation of the health planning and resources management program as established by State law. 
     
  • Serves as Secretary to the Governor's Health Resources Management Council.
     
  • Work with the Health Resources Management Council to develop a State Health Plan which reflects the overall health status and health care priorities and strategies of the State; Oversees the review process to ensure the plan remains current and relevant to the changing health care environment.
     
  • Directs the State's review program and has final authority for decisions regarding the issuance or denial of a Certificate of Need for the development of proposed health facilities or services.
     
  • Directs the development and operation of a center to perform and/or coordinate present and future health status and services data collection, research and analysis.
     
  • Serves on various private and governmental task forces and committees dealing with major health care issues.
     
  • Oversees the research and analysis for the identification of medically underserved and health shortage areas.
