This class manages the Lifeguard Program which includes recruiting, hiring, training and ensuring certification of lifeguards employed by Delaware State Parks. An employee in this class builds an effective team of lifeguards at each beach location to ensure the safety of individuals in an open water environment. An employee in this class must be able to travel for recruitment during the off season and will coordinate with waterpark management to ensure adequate staffing, safety, and training of lifeguards at the waterpark.
Nature and Scope
Employees in this class report to an administrative supervisor and supervise, schedule and evaluate daily lifeguard operations at beaches across multiple locations in the State, and are responsible for related water safety programs. A significant aspect of work is ensuring all state park lifeguards meet national certification standards including training, maintaining proper equipment and preparedness, and that appropriate water safety standards are maintained. Employees coordinate and lead in-classroom education year-round. During the off-season, employees focus on recruitment efforts and planning to ensure continued success of the Lifeguard Program.
Essential Functions

Supervises the work of seasonal lifeguards which includes planning, assigning, reviewing, evaluating, hiring, firing and discipline.
Ensures proper coverage of lifeguard services at all state park locations.
Reviews and evaluates program operations and recommends corrective action plans to ensure all safety and certification standards are met.
Leads recruitment of lifeguards including social media and marketing efforts, and organizing and managing try-outs and the Junior Lifeguard Program.
Coordinates, schedules, and conducts first aid, emergency medical responder training and open water rescue training.
Performs regular safety and maintenance inspections of facilities and equipment to reduce hazards and to provide maximum safety to patrons.
Manages and procures equipment, vehicles and supplies including stocking and reordering medical supplies for first aid stations.
Prepares detailed records and reports of lifesaving statistics and forms.
Represents Delaware State Parks at various recruitment events in the community.

Job Requirements
JOB REQUIREMENTS for Ocean Lifeguard Captain Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Six months experience as an open water lifeguard.
Six months experience in CPR/AED, first aid, and emergency medical responder training.
Six months experience in presenting training or education courses which includes using a variety of training methods such as lecture, e-training, structured exercises, role play or group discussion as well as the use of training materials such as overheads, PowerPoint, handouts or videos.
Six months experience in preparing and developing training or education courses which includes designing learning objectives, curricula and materials.
Six months experience in program management such as making recommendations for continuation or changes to staffing, operations, programs, services, policies or procedures based on findings.
Six months experience in using recruitment strategies such as marketing and advertising techniques, utilizing social media or other outreach tools.
Six months experience in staff supervision which includes planning, assigning, instructing, reviewing and evaluating the work of others.
Possession of a Valid Drivers License (not suspended, revoked or cancelled, or disqualified from driving.
