An incumbent in this class conducts revenue quality control reviews of unemployment insurance tax operations.
Nature and Scope
A class incumbent reports to the Unemployment Insurance Quality Control Manager and conducts assessments of specific areas of unemployment insurance tax operations to insure compliance with federal requirements and assist in improving the quality of tax operations. Work involves conducting various analyses primarily through the use of specified methodologies such as computed measures, program reviews and surveys to determine the effectiveness and quality of operations and timeliness and proficiency in areas such as status determinations, collection of delinquent taxes, timeliness of tax/revenue deposits and employer field audits. Work also includes preparing reports of findings and making recommendations to line manager/program administrator for correcting problem areas. Typical contacts include UI Administrator for Tax Operations, UI Employer Contributions Manager, UI Field Audit Manager, UI Assessments Supervisor and UI Account Management Supervisor for the purpose of reviewing findings and submitting recommendations for corrective action. Typical contacts include the U.S. Department of Labor, Employment and Training Administration for the purpose of information sharing and technical assistance.
Essential Functions

Develops work plan for review which includes target completion dates for gathering of computed measures data, review of computed measures findings, compilation of survey data, program reviews, acceptance sampling and completion of the final report.
Conducts revenue quality control reviews using computed measures, program reviews and surveys in each of the major tax functions such as status determinations, cashiering, report delinquency, collections, field audits and account maintenance.
Conducts a sample review to verify the results of the quality control reviews in each of the major tax areas; assesses whether or not the outputs of a given operation meet a minimum level of performance.
Conducts analysis of findings and draws conclusions based on findings.
Meets with agency representatives to discuss results of findings, causes and impact of any problems, and means of addressing problems.

Job Requirements
JOB REQUIREMENTS for Unemployment Insurance Revenue Quality Control Auditor Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Six months experience in accounting using Generally Accepted Accounting Principles (GAAP).
Six months experience in auditing financial records and documents in accordance with Generally Accepted Auditing Standards, including assessment of internal and external controls.
Six months experience in computer assisted auditing which includes using computer programs to analyze data, select, manipulate and sort data, perform calculations, select audit samples and print reports.
Six months experience in interviewing which includes using structured or unstructured interview techniques to obtain facts, explore issues and identify courses of action.
Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
Six months experience in narrative report writing.
