An incumbent performs statistical analysis and interpretation of unemployment insurance quality control data.
Nature and Scope
An incumbent reports to the Manager of Unemployment Insurance Quality Control and is responsible for performing statistical analysis of the findings identified in quality control audits. An incumbent conducts a series of hypothesis tests on samples, and draws inferences about the total caseload. An incumbent uses descriptive statistics such as mean, median, standard deviation, cross tabulation and regression analysis. An incumbent uses correlation analysis to determine the relationship between different variables in the data set, i.e., age and income.

Analyzes data generated from the review of randomly selected unemployment insurance claims in order to make generalizations about the entire population of claims.
Prepares analytical reports in which the purpose, scope, method and results are explained.
Creates/writes various statistical computer programs as needed by Quality Control Unit.
Works with federal personnel and performs various statistical tests to ensure that the statistical validity of the Quality Control Program is maintained.
Operates and maintains a mini-computer system and a micro-
computer system, to include inventory control, adding, deleting, restoring and backing up computer files. Maintains computer components including disk drives, printers, and terminals.
Assists in the development of training materials and provides training in several areas of the microcomputer including data base input, use of software, use of the menu system, and Quality Control Methodology.
Performs related work as required.

Knowledge of statistical and mathematical theories and analytical methods appropriate for guidance in decision-making concerned with the overall planning and evaluation of statistical and Department objectives, programs and operations.
Knowledge of the uses and applications of automated data processing equipment as applied to a program of qualified data collection, organization, and analysis.
Knowledge of multi-variate analysis (correlation, simple and multiple regression), advanced sampling design, contingency tables, hypothesis testing, confidence intervals, chi-square test, time series analysis, analysis of variance, decision analysis, probability distributions and statistical quality control.
Knowledge of experimental design.
Knowledge of statistical quality control, charts and other graphing techniques and sources of variation.
Knowledge of approved interviewing, fact-finding and investigative techniques.
Knowledge of federal and state laws, rules, regulations, policies and procedures pertaining to unemployment insurance;
Skill in creating, modifying and evaluating computer programs for use in statistical analysis.
Skill in computer programming.
Ability to supervise the interpretation and summarization of quantified data based on the application of logical inference.
Ability to effectively present findings and conclusions in appropriate narrative, tabular and graphic form.
Ability to apply statistical and mathematical theories and methods to data.

JOB REQUIREMENTS for Unemployment Insurance Quality Control Data Analyst
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Six months experience in descriptive statistics such as the mean, median, mode or standard deviation.
Six months experience in conducting studies which includes evaluating operations, programs, services, policies and procedures to determine efficiency, effectiveness, whether goals and objectives are met and compliance with laws, rules, regulations, policies and procedures.
Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
Six months experience in narrative report writing.
Knowledge of making recommendations for continuation or changes to operations, programs, services, policies or procedures based on findings.
Knowledge of designing studies which includes determining study goals and objectives, information needed, data sources, sampling and collection methods.
Knowledge of inferential statistics such as correlation, t-tests, f-tests or analysis of variance.
