Summary Statement

This position is responsible for the statewide management of DSCYF education programs, including residential and non-residential programs for youth involved in behavioral health treatment and/or juvenile justice rehabilitative services.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

Special Education teaching experience and/or certification.

Essential Functions

To perform this job successfully, the incumbent must be able to perform the essential duties and responsibilities in a satisfactory manner. Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position.

• Provides instructional leadership, including monitoring and evaluating program effectiveness, to ensure student achievement

• Applies knowledge of state and federal education laws and regulations

• Directs supervision of school administrators including performance planning and review, assignment of work, hiring and discipline

• Represents management in the resolution of grievances and employee concerns

• Prepares funding requests and monitors expenditures

• Develops and monitors entitlement and discretionary grants

•Works collaboratively with the Department of Education, local school districts, state service agencies and community partners  

Job Requirements

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Applicant must be certified or certifiable by the State of Delaware, Department of Education as Superintendent or Assistant Superintendent.
  2. Minimum of five (5) years teaching experience and minimum of two (2) years full time administrative experience as building principal or central office leadership position.
  3. Experience with high risk youth.
  4. Working knowledge of transition needs services for youth as they return to community school and reach adulthood.  

Additional Posting Information

The primary location for this position is 1825 Faulkland Road, Wilmington, DE but includes statewide duties.

Writing Exercise: A writing exercise will be given at the time of interview.

License,Registrations and Certifications

Applicant will submit the following at time of interview:

  1. Documentation of Praxis-1 Scores or Core Academic Skills.
  2. Copy of Professional Status Certificate or License.
  3. Copy of transcripts (unofficial).  

Conditions of Hire

Criminal background check: A satisfactory criminal background check is required as a condition of hire. The recruiting agency may require the applicant to pay for the criminal background check as part of the conditional offer of hire.
