Summary Statement

The Administrative Office of the Courts is seeking an experienced lawyer to fill a dynamic position within the Delaware Judicial Branch. The successful candidate will join a team of knowledgeable and dedicated public servants to provide the Chief Justice and State Court Administrator expert legal analysis on a wide range of issues impacting policies and processes of the Delaware Courts. This is a unique opportunity to conduct legal research, provide legal advice, and influence public policy on a wide range of topics impacting court administration, including legislative affairs, human resources, access to justice services, accessibility issues and data requests, grant management, and contracts. This position works under the supervision of the Deputy State Court Administrator and Chief of Legal Services.

Preferred Qualification

Applicants that do not possess these preferred qualifications will still be eligible for the position if they are certified and possess the required knowledge, skills, and abilities listed in the Essential Functions section.

  1. Background in public policy/legislative affairs or,
  2. Experience working with legal services/legal aid or,
  3. Experience with human resources. 

Essential Functions

Duties include reviewing, drafting and monitoring new legislation; conducting legal research; drafting legal memoranda; providing legal advice and programmatic support to the AOC; drafting administrative policies, reports, and other documents related to HR or other AOC programs; responding to record requests; assisting with and developing programs to support pro se services; serving as staff for internal and external committees; and any other job-related duties as deemed necessary. A candidate for this position must have excellent verbal and written communication skills and a willingness to learn different areas of the law.

Job Requirements

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Graduation from an accredited law school.
  2. Must be a member in good standing with the Delaware State Bar.  (Attorneys not admitted in Delaware will be considered but must be admitted to the Delaware Bar within a year of hire for continued employment.) 
  3. Minimum of two (2) years of work experience.
  4. Excellent research and writing skills.
  5. Outstanding analytical and problem-solving skills.
  6. Excellent communication and interpersonal skills.
  7. Demonstrated ability to manage multiple projects simultaneously.
  8. Ability to work in an environment where priorities may change daily due to internal or external demands.
  9. An interest in public policy is preferred.
  10. A cover letter and resume.  (A legal writing sample may be requested at a later date.)

The salary is negotiable based upon the selected candidate's knowledge, skills and abilities.
