The Delaware Department of Natural Resources and Environmental Control (DNREC) recognizes its Engineers are a highly valued resource and play a critical role in protecting public health and the environment.  For that reason, we are now providing monetary recruitment incentives to new DNREC Engineers in accordance to our Recruitment Program Policy and Procedures.

The program provides recruitment incentives as follows:

Sign-On Bonus– Incentives are based on the position classification:

·        $4,000 Engineer I

·        $5,000 Engineer II

·        $6,000 Engineer III

·        $7,000 Engineer IV

Incentives are paid in two installments. One installment after three months of employment and the second installment after eighteen months from the initial date of employment.  New employees accepting this recruitment bonus must commit to two consecutive years of employment with DNREC in the Engineer I-IV series.  Must be a new hire to the State of Delaware or new to the Engineer classification series within the State of Delaware

Summary Statement

The Division of Waste and Hazardous Substances regulates the installation, operation, maintenance, and closure of underground and aboveground storage tank systems in order to prevent contamination of soils and groundwater.

This position’s primary function will be to review and approve new underground and aboveground storage tank installation, retrofit, and repair submittals for compliance with appropriate environmental regulations. Other responsibilities will include conducting installation and retrofit inspections of state and federally regulated underground storage tank systems; project coordination with tanks project officers and technical staff from other divisions within the Department; writing Stage I vapor recovery permits; processing facility ownership transfers.

Essential Functions

  • Drafts, develops and modifies engineering designs, plans and specifications.
  • Reviews permit applications, blueprints and/or designs prepared by others to ensure compliance with specifications and regulations.
  • Applies the principles and theories of science and mathematics to research and develop solutions to technical problems.
  • Plans and conducts field studies, surveys, research and development projects, inspections and/or investigations to collect data and ensure conformance to state/federal laws and regulations.
  • Tests or evaluates materials, equipment, systems and facilities.
  • Plans and coordinates engineering projects.
  • Reviews, analyzes and reports on the status of projects and/or regulatory conformance.
  • Develops cost estimates for project time and materials.
  • Provides technical guidance and training to technical staff.

Job Requirements

JOB REQUIREMENTS for Engineer I
Applicants must have education, training and/or experience demonstrating competence in each of the following areas: 

  1. Possession of a Bachelors degree or higher in Chemical, Civil, Electrical, Environmental or Mechanical Engineering OR official notice of passing the Fundamentals of Engineering (FE) examination in Chemical, Civil, Electrical, Environmental or Mechanical Engineering administered by the National Council of Examiners for Engineering and Surveying (NCEES).
