Summary Statement

This position fulfills the senior Information Technology management functional role of Enterprise Services Unit Lead reporting directly to the DHSS Director of Application Support. The incumbent manages multiple teams of State staff and Contractors and is responsible for all aspects of technology service delivery, including strategic planning, architectural leadership, vendor management, contract management, and full application lifecycle support for a large portfolio of business and infrastructure applications aligned to and partnered with multiple DHSS Divisions.

Essential Functions

  • Plans the coordination and integration of all data processing/information resources throughout the department, with DTI and other state and federal agencies.
  • Develops, implements and maintains progressive data processing capabilities
    throughout the department to include the design and modification of a data center and associated network.
  • Develops, plans and implements major software enhancements and applications.
  • Establishes standards for hardware and software selection bearing in mind the need to keep technology consistent with the statewide information management system, recommends and coordinates procurement of data processing system hardware and software.
  • Trains and develops staff personnel in the procedural use of information/data processing resources.
  • Implements special projects, responding as needed to various requirements for information not otherwise provided by current system capabilities.

Job Requirements

JOB REQUIREMENTS for Information Systems Manager
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in information technology project management which includes planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating and reporting on status of IT projects.
  2. Three years experience in designing, developing and maintaining information systems.
  3. Six months experience in strategic planning which includes planning and mapping a path between the present and future usually for three to five years by determining key objectives, how to accomplish the key objectives, what strategies should be used, what activities would contribute to accomplishing the key objectives and developing performance measures to gauge and report progress or success. 
  4. Six months experience in budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures. 
  5. Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
