Summary Statement

Principal responsibilities include overall management of the stated discipline for which his/her team is responsible: software development, project management, and quality assurance. Inspires and motivates staff by being a catalyst for creative problem-solving solution generation, implementation and teamwork.

This senior level manager is responsible for assisting in managing the entire software development life cycle, assisting client agencies in prioritization of maintenance and enhancement projects, resource allocation as well as enterprise-wide software solutions and support. Responsibilities will include career development of the team including training plans, performance appraisals, and generally overseeing the design, construction, quality, and/or management of applications software development and enhancement projects.

The ideal candidate will be an experienced manager with a minimum of 3 years in management in an IT environment. The ideal candidate must be a fast learner with excellent communication, documentation, and follow-up skills, and must be comfortable speaking in front of audiences, technical and non-technical alike, at all levels of the organization. The ideal candidate must be able to resolve conflicts within the team and interface directly with other managers and senior managers and with their counterparts in other agencies in order to accomplish stated objectives. The ideal candidate must be able to work with minimal supervision as part of a multidisciplinary team.

The Senior Application Development Manager will report to the Department Director.

Selective Requirement

Selective Requirements must be met in addition to the job requirements.  Applicants who do not possess the selective requirement will not be qualified.

  • Applicant must possess a high school diploma, GED or equivalent.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if the job requirements are met.

  • Possession of a Bachelor’s degree with emphasis in Computer Science, Information Systems, I/T discipline or a related field.
  • Experience with IBM CloudPak and/or Snowflake.
  • Possess a minimum of 3 years’ experience integrating large and complex datasets.

Job Requirements

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  • Possess a minimum of 3 years’ in Information Technology management.
  • Possess a minimum of 3 years’ experience leading a software development team.
  • Possess a minimum of 2 years’ experience working on technology related projects.
  • Possess good verbal and written communication skills.

Conditions of Hire
