Summary Statement

A class incumbent directs the policy implementation of Division of Employment & Training Federal and State grants' programs to ensure efficient, cost-effective delivery of services.

Essential Functions

  • Oversees policy implementation of DET state and federal programs by preparing grants, program reports and by developing and implementing state plans; coordinates operational performance among service delivers.
  • Directs staff in contract negotiation, monitoring, programs and providing technical assistance to subcontractors and service delivers.
  • Monitors and evaluates program performance through analysis of data for compliance with program plans and regulatory requirements; develops plans of action and coordinate with staff and Delaware Workforce Investment Board and other state entities to ensure that state's job training and employment service needs are being met; recommends future training needs.
  • Provides technical assistance to staff, subcontractors, and members of the Delaware Workforce Investment Board regarding the operation of employment services and training programs.
  • Participates in the planning and development of policies and procedures for divisional manpower programs.
  • Develops goals, timetables for Employment Services & Training Operations Unit within the framework of Federal and State legislation and regulations, department and division policy and the direction of the Delaware Workforce Investment Board.
  • Develops management tools to ensure effective unit operation.
  • Participates in the division's public information activities including the development of press releases and descriptive information on programs and services; appears before various public and employee groups to provide information on available services.

Job Requirements

JOB REQUIREMENTS for Chief of Employment, Training & Policy
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in health or human services work such as applying theories, principles, laws and practices of health or human services programs and services that assist with and improve life for individuals, families, or communities such as financial support, employment, unemployment, housing, health care, disease prevention, substance abuse, child protective services, physical/mental health treatment and prevention or rehabilitation.
  2. Six months experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
  3. Six months experience in developing policies and procedures.
  4. Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
  5. Knowledge of budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
