Summary Statement

This position is responsible for all aspects of projects administered within Group 4 Construction and is critical to the Delaware Department of Transportation in successfully implementing federal and state capital transportation projects. The primary role of this position will be to manage a transportation program comprised of various sized and complex capital transportation projects with the responsibility of overseeing construction projects, schedules, and budgets. Managing and supervising a department and consultant staff will be required.

Essential Functions

  • Drafts, develops and modifies engineering designs, plans and specifications.
     
  • Reviews permit applications, blueprints and/or designs prepared by others to ensure compliance with specifications and regulations.
     
  • Applies the principles and theories of science and mathematics to research and develop solutions to technical problems.
     
  • Plans and conducts field studies, surveys, research and development projects, inspections and/or investigations to collect data and ensure conformance to state/federal laws and regulations.
     
  • Tests or evaluates materials, equipment, systems and facilities.
     
  • Plans and coordinates engineering projects.
     
  • Reviews, analyzes and reports on the status of projects and/or regulatory conformance.
     
  • Develops cost estimates for project time and materials.
     
  • Provides technical guidance and training to technical staff.

Job Requirements

JOB REQUIREMENTS for Engineer Program Manager II
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

1. Possession of a valid Delaware Professional Engineering License OR Possession of a valid Professional Engineering license issued by a proper authority of a state, territory or possession of the United States, the District of Columbia, or a province or territory of Canada.

2. Three years experience as a project engineer in one or more of the discipline(s) of engineering shown below which includes managing engineering programs and projects. 
    • Chemical Engineering
    • Electrical Engineering
    • Civil Engineering
    • Construction Engineering
    • Environmental Engineering
    • Industrial Engineering
    • Mechanical Engineering
    • Agricultural Engineering
    3. One year experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
