Summary Statement

This position is responsible for the review/approval of permit applications, blueprints, and/or designs prepared and submitted by outside organizations to ensure compliance with state and federal regulations. This position will review engineering plans and specifications for proposed projects and recommend modifications as needed. This position will review and prepare evidence for court action and public hearings regarding compliance with laws, rules, and regulations. This position requires consultation with agency peers, industry representatives, and public water system owner-operators as a core function. This position will act as a Project Officer for Drinking Water State Revolving Fund infrastructure projects which requires reviewing preliminary engineering reports, and environmental information documents, conducting an environmental review of each project, and ensuring each project complies with state and federal regulations. This position will act as a liaison between the department, municipalities, organizations, and federal regulatory agencies regarding compliance, funding, and research.

Essential Functions

  • Drafts, develops and modifies engineering designs, plans and specifications.
  • Reviews permit applications, blueprints and/or designs prepared by others to ensure compliance with specifications and regulations.
  • Applies the principles and theories of science and mathematics to research and develop solutions to technical problems.
  • Plans and conducts field studies, surveys, research and development projects, inspections and/or investigations to collect data and ensure conformance to state/federal laws and regulations.
  • Tests or evaluates materials, equipment, systems and facilities.
  • Plans and coordinates engineering projects.
  • Reviews, analyzes and reports on the status of projects and/or regulatory conformance.
  • Develops cost estimates for project time and materials.
  • Provides technical guidance and training to technical staff.

Job Requirements

JOB REQUIREMENTS for Engineer III
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors Degree or higher in Civil Engineering OR official notice of passing the Fundamentals of Engineering (FE) examination (in the assigned engineering discipline) administered by the National Council of Examiners for Engineering and Surveying (NCEES).
  2. At least four years experience Civil Engineering.
  3. Knowledge of engineering project management which includes planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating and reporting on the status of engineering project.
