Introduction

The Department of Human Resources was established by House Bill 4, as amended by House Amendment No. 1, effective July 1, 2017. The Director of the Office of Women's Advancement and Advocacy position was created through this legislation for the Executive Branch and will report to the Secretary of the Department of Human Resources.

Summary Statement

The candidate will have responsibility for conceptualizing and managing all aspects of policies and programs that work towards the elimination of gender-based bias and discriminatory policies and practices. Expectations will be to produce high quality reports on issues affecting women in Delaware. The candidate will be a member of the leadership team and work cooperatively with the legislature, state administrators, and policy and community constituencies that shape and influence policies that align with the agency’s mission. This includes making recommendations on proposed legislation by providing reports, statistics and testimony if warranted. The candidate will have a strong ability to negotiate, grow and develop partnerships and interact with key stakeholders. Leads and directs Department events such as Delaware Women's Hall of Fame, She's on Her Way and seminars/webinars.

Essential Functions

  • Leads the development of state women’s advocacy programs, strategies, initiatives and services such as those that eliminate wage disparities, promote small business development, advocate for quality health services and provide solutions to work and family challenges.
  • Fosters collaborations between state agencies, the General Assembly, the Judiciary, individuals, organizations, businesses and institutions toward the elimination of gender-bias and discriminatory policies and practices.
  • Drafts and recommends new or revised legislation that removes discriminatory laws and practices in the State and the advancement of women in the State.
  • Oversees the Delaware Women’s Workforce Council and the Delaware Women’s Hall of Fame Committee.
  • Represents the Office of Women’s Advancement and Advocacy in the media and at academic and professional conferences and public gatherings.
  • Refers complaints and inquiries to the appropriate state departments, agencies or community organizations when necessary.
  • Studies, reviews and reports on the status of women in the State by conducting research projects and focus groups, and hold public hearings, forums and discussion groups as necessary.
  • Serves as the clearinghouse for providing information on the status of women to the public, state agencies, the General Assembly, the Judiciary, organizations and businesses.

Job Requirements

JOB REQUIREMENTS for Director Women's Advancement and Advocacy

Applicants must submit a resume indicating education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Master’s degree or higher in Human Resource Management, Public Administration, Business Administration or related field.
  2. At least five years’ experience in directing, designing and executing strategic advocacy programs.
  3. Experience managing large policy-focused research projects and teams.
  4. Experience in developing and implementing strategy for advancing policy goals with key decision makers.
  5. Experience working independently and in collaboration with others.
  6. Experience in public speaking and media interview skills.
