Summary Statement

The mission of the Delaware Division of Small Business is to make Delaware the #1 place in the nation to start and grow a small business. DSB is tasked with interacting with a variety of small businesses as well as a robust partner network in order to further the overall mission of the agency.

The Business Finance Unit is responsible for administering the financial incentive programs offered through the Delaware Economic Development Authority, as well as coordinating applications for incentives received from the Delaware Prosperity Partnership. As a member of the Business Finance team, the portfolio manager is tasked with overseeing statistical and financial activity for the unit.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.   • Act as a liaison between stakeholders (both internal and external) and the Business Finance unit to ensure that all requests are handled in a timely manner.
  • Maintain cash balances for all funds administered in the Business Finance unit. Track interest earnings of Strategic Fund. Report balances to Unit Director on a monthly basis.
  • Perform monthly fund reconciliations for identified appropriations. Report balances to Unit Director on a monthly basis.
  • Update records for DEDA cash accounts not held by the State Treasurer as necessary with the appropriate banks. Pull and reconcile bank account balances monthly.
  • Compile monthly financial reports for the unit including but not limited to aging summaries, allowance accounts and property inventory reports.
  • Oversee billing process for all funds administered by the Business Finance unit to include but not limited to: DRIP, RUN-DE, Strategic Fund loans, Bond portfolio. Utilize Salesforce for automated billing and reporting processes.
  • Manage collections process with applicant, and if necessary, in collaboration with Deputy Attorney General.
  • Compile reports for Federal funding programs
  • Compile annual GAAP reporting package for Department of Finance.
  • Ensure accuracy of CRM data.
  • Other duties as assigned.

Job Requirements

JOB REQUIREMENTS for Portfolio Manager
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Knowledge of Generally Accepted Accounting Principles (GAAP).
  2. Six months experience working in an accounting capacity.
  3. Six months experience in compiling, analyzing, and interpreting financial data.
  4. Six months experience in narrative report writing.
  5. Possession of a Bachelor’s degree or higher in Business Administration or related field and/or two years of related experience.
