Summary Statement

This position, located in the Office of Secretary in the Delaware Department of Health and Social Services (DHSS), oversees Department legislative proposals and policy changes that require legislative action. This position works under the Chief of Staff and his/her team to develop strategies to advance DHSS initiatives with members of the General Assembly, the Governor’s Office, administration officials, and stakeholders, and to provide them with accurate and supporting information pursuant to such strategies. This position will also regularly interact with leadership across all DHSS Divisions to develop legislative presentations, handouts, and respond to proposed legislation impacting the work of DHSS.

Essential Functions

  • Works with Department leadership to identify priority legislative initiatives.
  • Communicates and advocates DHSS priorities to state, local, and federal elected officials, and their staff.
  • Support strategic communication efforts related to legislator engagement.
  • Supervises subordinate personnel as assigned.
  • Identifies, tracks, and provides feedback on key pieces of state legislation that impacts the Department and its service recipients.
  • Staff Health Fund Advisory Committee (HFAC).
  • Department’s main point of contact for government affairs, legislative and external policy related items.

Job Requirements

KNOWLEDGE, SKILLS, and ABILITIES for Administrative Management
  • Knowledge of state, federal, and local legislative and executive processes.
  • Knowledge of DHSS administered programs including, but not limited to Medicaid, child welfare, behavioral health, public health, early childhood, health equity, disability services, health services regulation, and rural health.
  • Knowledge of project management and planning principles and practices.
  • Demonstrated skill analyzing and interpreting legislation and policy documents.
  • Demonstrated skill working with people from diverse academic, cultural, and ethnic backgrounds.

JOB REQUIREMENTS for Administrative Management
  • Possession of a bachelor’s degree in political science, public administration, communications, journalism, English or closely related curriculum and two years of professional experience in lobbying, governmental relations, political campaigns, broadcasting, communications, or public relations.

  • -OR-
An equivalent combination of training and experience required.
  • Two years state, federal OR local legislative experience.
  • Two years DHSS administered programs experience.
  • Two years project management experience.
  • Two years' experience analyzing and interpreting legislation and policy.
  • Two years' experience working with people from diverse academic and diverse cultures.
