Nature and Scope

This is a management level position with direct supervision of subordinate personnel. In addition this position is responsible for training subordinate personnel, recruits, as well as troopers who are assigned victim service responsibilities (Victim Service Officers). This position will also assist with duties assigned in the role of Victim Service Specialist to include short and long term crisis intervention and assisting victims in acquiring necessary assistance.

Principal Accountabilities

  1. Work in partnership with Victim Services Director to manage the daily operations of the Victim Services Unit/Delaware Victim Center.  
  2. Provide direct supervision to subordinate personnel in the unit (Victim Service Specialist).  
  3. Performs training of subordinates as well as troopers who are assigned victim service responsibilities (Victim Service Officers).  
  4. Provides training/outreach presentations in training academy, other DSP units and outside agency/community groups.  
  5. Ensure that the Unit’s standard operating procedures are adhered to in order to remain in compliance with accreditation standards  
  6. Compile monthly reports to include statistical data, on call schedules etc.…  
  7. Participate in on call rotation with other staff members to ensure 24 hour coverage  
  8. Assist in duties outlined in “victim service specialist” principle accountabilities to include crisis intervention, assisting at crime scenes or accidents, interviews with victims, case management, referrals, report writing.  
  9. Performs related work as required.

Knowledge, Skills and Abilities

Knowledge of crisis intervention and casework management methods and techniques.  Knowledge of human behavior.  Knowledge of trauma informed practices.  Knowledge of proper telephone techniques.  Knowledge of computer functions with Word and Access software.  Ability to learn Delaware State Police procedures for dealing with victims/survivors of violent crimes.  Knowledge of services available through governmental agencies and community based organizations.  Ability to establish and maintain effective relationships with people in highly stressful or traumatized conditions.  Skill in conducting interviews, often of a sensitive nature.  Highly organized and excellent time management skills. Ability to be on-call 24 hours a day.

Minimum Qualifications

Bachelor’s degree in psychology, or related field, and five years of experience in crisis intervention. Experience in supervision. Experience in serving as a liaison between internal and outside agencies. Ability to travel throughout the state.
