This position is responsible for training users of Criminal Justice Information System (CJIS) capabilities and reports to the CJIS Systems Auditor.
1.
Conducts training for users of the FBI’s Criminal Justice Information
Services (CJIS) systems such as The National Crime Information Center (NCIC),
The National Data Exchange (N-DEx), and The National Instant Criminal
Background Check System (NICS) as well as FBI CJIS System Security. Training
may be performed in person or in an online capacity.
2.
Conducts in person and maintains online training for users of The
International Justice and Public Safety Network (NLETS) system. Training may be performed in person or in an
online capacity.
3.
Mange users account access for eAgent, N-DEx, nexTEST and CJIS Online.
4.
Develops and maintains online training presentations to be published
online to assist in training new users statewide.
5.
Develops and maintains the NCIC/Nlets Certification Training Program (nexTEST).
6.
Maintains the FBI CJIS Security Awareness Training Program (CJIS
Online) for both criminal justice and non-criminal justice agencies as well as
vendor users.
7.
Monitors agency activities in FBI CJIS Systems and Nlets to detect and
identify problems that indicate a need for training.
8.
Selects, organizes, and prepares training materials and assembles them
in a clear, concise format.
9.
Assists users with inquiries or problems concerning FBI CJIS Systems
and Nlets training programs and operating procedures.
10.
Writes correspondence, reports, standard operating procedures, etc.,
associated with the FBI CJIS Systems and Nlets.
11.
Participates in meetings, seminars, etc., concerning the FBI CJIS
Systems and Nlets.
12.
Cross trains in the audit function so as to assist the CJIS Systems Auditor
in agency audits and federal audits.
13.
Work closely with program vendors, Diverse Computing and Peak
Performance, on system updates and user acceptance testing of their software
(eAgent, nexTEST, CJIS Online)
14.
Other staff work as required.

Knowledge of both state and federal Criminal Justice Information Systems
(CJIS) and their regulations, policies, and procedures (DELJIS, FBI CJIS, Nlets)
including the audit function.
·
Prefer Certified Instructor Certificate.
·
Knowledge of teaching methods, procedures, lesson plans, syllabus
preparation, and formal student evaluation criteria of suitability for use of
systems.
·
Knowledge of the NCIC/Nlets Certification Program (nexTEST).
·
Knowledge of data processing concepts and telecommunications
principles.
·
Knowledge of all Delaware law enforcement and criminal justice
agencies.
·
Ability to produce oral and written reports and presentations in a
clear, concise and effective manner.
·
Ability to speak publicly when asked to represent the agency in
meetings, conferences, or national working groups, committees, and boards.
·
Ability to assume leadership role in agency and make sound decisions
regarding the training function and its application to all statewide users.
·
Must be capable of working independently. Must be self-sufficient, a self-initiator who
can follow and give directions.

Ability to establish and maintain effective working relationships.
·
Skill in operating computers with a variety of software packages. Prefer a
working knowledge of eAgent software and
related DELJIS systems.
·
Skill in conducting training sessions and instructing others in a
classroom and/or practical setting.
High school graduate with preferred experience in criminal
justice. Applicant should have at least
one year performing training/instructional/teaching duties, or an equivalent
combination of education and experience which has provided the knowledge,
skills and abilities cited above.
Direct
deposit of paychecks is required as a condition of employment. Applicants
must be legally authorized to work in the United States. The State of
