Nature and Scope

This is experienced level fiscal advisor work analyzing financial transactions and records and preparing financial statements and reports to control and account for funds.  In addition to work performed by a Fiscal Advisor I, employees independently perform the full range of Essential Functions under general supervision.  This level may supervise two or more merit full time paraprofessional or administrative support positions; the elements of supervision include planning, assigning, reviewing, evaluating, coaching, training, recommending hire or fire and discipline.  Employees perform the full range of essential functions, completing routine and standardized assignments under close supervision.  Fiscal advisors analyze financial transactions and records and prepare financial statements and reports to control and account for funds of a State Agency in one or more fiscal functions(s) such as accounts payable; accounts receivable; payroll; revenue management; cost or federal fund accounting; grant and/or contract management and procurement; and financial projections and reporting.

Principal Accountabilities

1.      Certifies or serves as an internal approver for documents in financial systems and escalates documents requiring higher level approval as required.

2.      Researches and analyzes transactions and records to reconcile more complex discrepancies or errors that may result in exceptions or involve atypical processing issues.

3.      May review payroll and advise on corrections or issues.  

4.      Assists with preparing mandated reports for grants, contracts, or other special funding. 

5.      May perform more complex payroll entries and process payroll in automated information systems.

6.      May lead staff by assigning, monitoring, and reviewing work and providing on-the-job training, guidance, and direction.

7.      Reviews and analyzes financial transactions and records to determine accuracy and monitors adherence to agency budget, applicable agreements, grants, or contracts, as well as state or federal laws, rules, and regulations.

8.      Provides advice and technical guidance on matters in assigned fiscal function(s).

9.      Compiles, analyzes, and prepares a variety of statements and reports of financial health utilized in financial, budget, and personnel planning.

10.  Researches and provides data, reports and other documentation to state, federal and independent auditors and for other requests for financial information.

11.  May be responsible for purchasing, disbursement, and inventory of equipment and supplies.

12.  Communicates effectively with a variety of agency staff such as fiscal or program staff, as well as employees, clients, vendors, or others to gather, coordinate, and provide information.

13.  Performs related work as required.

 

 

Knowledge, Skills and Abilities

· Knowledge of accounting principles, practices and standards including generally

· Knowledge of applicable laws, rules, regulations, codes, standards, policies, and procedures.   

· Knowledge of the methods and techniques used to research and analyze accounting data to reconcile accounts.

· Skill in using computer software and automated information systems to research, review, evaluate, and report on data.

· Skill in math computation.  

· Ability to review accuracy of funds, resolve discrepancies and make appropriate adjustments.

· Ability to meet deadlines.

· Ability to compile, analyze and prepare accurate and concise financial reports.

· Ability to set up and maintain financial spreadsheets and ledgers.

· Ability to establish and maintain effective working relationships with a variety of people.   

· Knowledge of the methods and techniques used in trend and cost analysis to make financial projections and fiscally sound recommendations.

· Knowledge of state or federal laws, rules and regulations for grant, contract, revenue or other special funds and mandated reporting requirements.

· Skill in maintaining internal controls and applying accounting principles, practices and standards.

· Skill in researching and analyzing accounting data to reconcile accounts.

· Skill in effective communications, both orally and in writing. 

· Ability to provide on-the job training, guidance and direction to staff.

· Ability to supervise paraprofessional or administrative support staff.

 

 

 

Minimum Qualifications

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

 

  1. One year of experience in compiling, analyzing and reporting on financial data to ensure effective and efficient accounting of funds or to make projections for financial planning. 

  2. One year of experience in ensuring compliance of financial transactions with budgets, applicable agreements, grants or contacts, and state or federal laws, rules, and regulations. 

 

  1. Six months’ experience in auditing, examining, preparing, analyzing or reconciling financial accounts and ensuring compliance with applicable laws, rules, regulations, standards, policies and procedures.


Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

  1. Experience with First State Financials.
  2. Experience with travel requests in accordance with State guidelines and policies.
