Nature and Scope

Description of Occupational Work: 

Assist the Crime Lab Director and the Forensic Chemists within the Delaware State Police Crime in their duties within the Blood and Breath Alcohol Program, Hairs and Fibers unit, Photo Section and the Cost Center.  This class describes the technical and administrative duties in support of the DSP Crime Lab staff.

Principal Accountabilities

Essential Functions:

Prepares reagents for blood and breath alcohol program

 Ensures orderly and environmentally correct storage of reagents, supplies, samples and equipment within the Crime Lab

 May operate and/or maintain various laboratory equipment

            Headspace gas chromatograph

            Hydrogen generator

            Intoxilyzer

            Laboratory hoods

 Requisitions, inspects and distributes laboratory supplies and equipment

            Purchase & distribution of blood alcohol kits

            Purchase of pbt mouthpieces

            Purchase of intoxilyzer mouthpieces

            Purchase & distribution of intoxilyzer cards

            Purchase and management of lab gases

            Purchase and management of biohazard waste for CL & EDU’s

            Purchase of biohazard disposal supplies

            Purchase of ethanol standards and controls

            Purchase of lab consumables

 Requisitions, inspects and distributes criminalistic & photographic supplies to DSP

Fingerprint powders, fingerprint brushes, fingerprint tape, evidence bags, evidence envelopes, field drug test kits, suspect rape kits, gunshot residue kits, ninhydrin, gloves for evidence unit, tyvek suits, needle containers, evidential photo cd’s & cases, etc.

 Assist with Cost Center Management

            Reconciliation of budget

            Reconciliation of credit card account

            Payment of invoices   

Records information on manual/computerized records, logs and related requests for analysis, shipping/transporting samples, and ordering supplies/equipment

            Maintains laboratory gas logs

            Maintains gas chromatograph logs

            Maintains blood alcohol evidence logs

            Maintains intoxilyzer calibration check logs

            Maintains intoxilyzer repair logs

            Maintains copies of troop DUI evidence refrigerator logs

            Maintains copies of DSPCL evidence refrigerator temperature logs

            Maintain log of evidential photographic cd’s

            Packages suspect dui/drug blood evidence to be sent to OCME

            Maintain log of suspect dui/drug blood evidence sent to OCME

            Maintain and record subpoenas for DSPCL staff           

Packs and ships, picks up or delivers supplies, samples and equipment

            Fulfills weekly request for supplies from DSP

            Fulfills weekly request for supplies from non-DSP lea’s

            Packs and ships intoxilyzers sent to manufacturer for repair

 Respond to subpoenas requesting results from units within the DSPCL

 Serve as liaison with DOJ staff for records from Blood and Breath Alcohol Program

Receipt and storage of digital photos from DSP Evidence Units and CRU  

Levels of work:

            Work is performed with limited supervision and reviewed at random

Employee may be the sole occupant of the DSPCL at any given time and must have the ability to work independently with limited guidance

Employee would travel independently to lea’s to collect and transport blood alcohol evidence

Assists with performing routine laboratory tests

Performs routine, specific laboratory activities in accordance with established laboratory practices and procedures while ensuring quality control is met

Provides guidance to law enforcement officers statewide

            Blood and breath alcohol

            Criminalistic supplies

            Digital photography and maintenance of evidential photos

            Assist with blood and breath alcohol training

Operates standard and complex instrumentation

            Headspace gas chromatograph, intoxilyzers, and pbts

Performs daily quality control, standardization, calibration and instrument maintenance

            Headspace gas chromatograph, intoxilyzers, and pbts

Records sample/specimen/test information such as test results, type of test, observation and laboratory activities           

Knowledge, Skills and Abilities

Knowledge of laboratory practices, procedures, and terminology

            Knowledge of chain of custody protocol

 Ability to maintain strict chain of custody in accordance with established protocol

            Knowledge of chemistry

            Ability to use Microsoft Office including Word, Excel, Access and Powerpoint

            Knowledge of proper sampling, handling, preservation and storage

Minimum Qualifications

Applicant must have education, training and/or experience demonstrating competence in the following areas:

                        Experience in conducting chemical or biological laboratory tests

                        Experience in using laboratory equipment and instrumentation

                        Experience in laboratory sample handling

Experience in record keeping including maintaining records, logs and filing systems

Knowledge of performing mathematical and statistical computations on laboratory test data

Knowledge of forensic terminology

Possession of a valid driver’s license

 *Due to the nature of the analysis involving criminal evidence, this individual would assist the chemist not complete evidential analysis independently

Conditions of Employment

 Background requirements: Applicant must pass a thorough background check administered by the Delaware State Police.
