Introduction

Responsibilities

The Electronic Controls Engineer functions as a SCADA system administrator who is responsible for the management and administration of all SCADA server equipment. Activities of incumbent include, but are not limited to the following:

  • Plans, implements, modifies, administers and evaluates Supervisory Control and Data Acquisition (SCADA) software and systems.
  • Assists and advises users and Water Department Management on major aspects of SCADA systems design, operating mode, system software and/or equipment.
  • Assists technicians with the configuration and troubleshooting of wireless networks used for SCADA systems.
  • Oversees protection of SCADA environment and ensures SCADA data security and integrity by establishing operational guidelines and controls including privacy, security, editing, validating and restart/recovery controls.
  • Collaborates with outside vendors in the designing of database schemas to integrate SCADA systems with other system's database structures.
  • Develops and modifies HMI/SCADA Systems, including 2D and 3D graphics creation, Tag Database generation, report development, computer setup and configuration, startup services including field setup and checkout, troubleshoot and operator training.
  • Create and/or maintain servers, data storage equipment, network equipment, firewalls, operating systems and various utility programs.
  • Works with department electricians and other staff in troubleshooting communication/integration issues between Programmable Logic Controllers (PLC's) and SCADA.

Minimum Qualifications

Bachelor's degree in Computer Engineering, Electrical Engineering, or related field AND one of the following sets of experience requirements:

1) Must have 3 years of experience as a SCADA Engineer, Process Control Engineer, Automation Engineer, Controls Systems Technician, or similarly related duties which covers extensive PC hardware knowledge with general computer maintenance capabilities and 2 years of programmable logic controllers (PLCs) experience in the areas of installing, programming and troubleshooting PLCs such as Allen Bradley, Rockwell Automation, GE, PanelView HMI or other similar products and with other controllers such as flow controllers, dosage controllers, variable frequency drives and PID controllers. Must also be proficient with Visual Basic/VBA or other scripting language along with Microsoft Excel and Windows Server; OR 

2) Must have 18 months of hands-on experience working with the City of Dayton on the following: 
i. Factory Talk Infrastructure and Rockwell Automation RSLinx design. 
ii. PLC development, configuration, and programming in Rockwell Automation RSStudio 5000. 
iii. Developing graphics in Rockwell Automation’s RSView Machine Edition and RSView Site Edition. 
iv. Industrial Control Systems networking protocols such as ControlNet, DeviceNet, ModBus, ProfiBus, Ethernet I/O. 
v. Well-rounded knowledge of TCP/IP networking protocol such as Subnetting, Supernetting, VLANs. 
vi. GE Proficy Suite of tools, such as WorkSpace, WebSpace, Historian.

License Requirements

Must possess a valid driver’s license at time of appointment and maintain thereafter as a term and condition of continued employment.

Background Check 

A background investigation and evidence of Employment Authorization and Identity is required prior to employment. All candidates must pass any level of background investigation applicable to the position, including current city employees seeking transfer, promotion, demotion, etc. into a classified position. 


Medical Examination & Drug and Nicotine Testing 

Final appointment is contingent upon the applicant passing a job-related medical examination including drug screen. Applicants offered employment with the City will be required to pass a nicotine screening. Newly hired employees must remain tobacco and nicotine free as a condition of continued employment.
